You will serve as a NATURAL RESOURCES MANAGER in the ENVIRONMENTAL DIVISION of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will conduct site investigations and surveys to determine feasibility of construction and remedial action proposals. You will recommend modification or mitigation methods for natural resources projects (e.g., range, soil, fire, plant, wetlands, vegetation management). You will serve as an organization's representative at conferences to present information on biological science or environmental programs. You will collaborate with various entities (e.g., regulatory and resource agencies, regional planning agencies, universities) to protect and secure an organization's natural, biological, or cultural resources. You will prepare National Environmental Policy Act (NEPA) documentation (e.g., Environmental Assessments [EA], Environmental Impact Statements [EIS]) to comply with laws and regulations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following1) Advise Environmental Program Managers regarding National Environmental Policy Act (NEPA) compliance for proposed military operations, exercises, and construction projects.2) Coordinate natural resources planning requirements for an organization in compliance with provisions of the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA).3) Prepare National Environmental Policy Act (NEPA) documentation (e.g., Environmental Assessments [EA], Environmental Impact Statements [EIS]) to comply with laws and regulations.4) Research environmental laws and regulations (e.g., National Environmental Policy Act (NEPA), Clear Air Act, Clean Water Act) to determine implications to the impact review process.5) Develop guidance for implementation of natural resources projects.6) Develop integrated natural/cultural resources management plans (INRMP/ICRMP) to detail the management and protection of natural/cultural resources (e.g., fish and wildlife, plants, endangered and threatened species, wetlands, migratory birds).7) Prepare cost estimates and scopes of work (SOW) for natural resource surveys and studies.8) Translate environmental requirements into budgetary needs to document requested program funds.8) Validate environmental resource expenditures against an execution plan for a fiscal year.9) Brief officials (e.g., military, civilian, contractors, federal, state agencies) on matters related to natural resources management.10) Brief senior leaders on environmental project status.11) Serve as an organization's representative at conferences to present information on biological science or environmental programs. 12) Document compliance with mitigation items for National Environmental Policy Act (NEPA) analysis (e.g., Request for Environmental Impact Review [REIR] forms, Categorical Exclusions [CE], Environmental Assessments [EA], Environmental Impact Statements [EIS]).13) Review contract scopes of work for conducting surveys and natural resources enhancement projects.14) Write reports to inform managers on the development of programs and project solutions for environmental and natural resources related problems. Education


Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position;

OR

Have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience must demonstrate possession of knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
