About the Position: This position is located at the Maneuver Center of Excellence (MCOE), Moore, Ga. The MCOE is located 100 miles south of Atlanta, Georgia, and is adjacent to Columbus, Georgia and Phenix City, Alabama. The geography and climate are ideal for year-round military training.
Duties
Organizes, plans, and coordinates a variety of emergency response programs with Federal, state, and local entities.
Develops annual spend plans and provides input to the DPTMS for budgetary needs of the assigned projects, to support planning, training, and acquisition of equipment and supplies.
Provides support to the Fort Benning Emergency Operations Center (EOC)/Crisis Action Team during emergency conditions and on a day-to-day basis.
Works on projects as Weapons of Mass Destruction Response Planning, Force Protection Planning, hazardous materials incident response planning and prevention, and various related standard operating procedures (SOPs).
Coordinates the Installation Emergency Management framework to include planning and execution of Response, Consequence Management, Weather, Mass Warning Notification and National Incident Management System (NIMS) certification policies/procedures.
Develops and posts current information concerning actual or hypothetical (for exercises) floods, hurricanes, tornadoes, storms, and manmade disasters on appropriate maps and charts in the EOC.
Writes Operations Orders (OPORDS) and Fragmentary Orders (FRAGOS), as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work to support mission operations.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization The incumbent must be exempted from recall to active duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Position is subject to 24-hour recall to perform emergency response duties and may include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.
- Incumbent serves on permanent or rotating shifts.

Specialized Experience: One year of specialized experience which includes planning and coordinating emergency response programs; working with officials to anticipate emergency/crisis response requirement; coordinating emergency response training opportunities with various agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
