Multiple positions located throughout Northern Region, Region 1 The incumbent provides regional coordination for incident business management operations and is responsible for this program including analysis, evaluation, policy, and training functions. Duties

Duties are listed at the full performance level. Ensures incident (such as wildland fire, hurricane/flood/earthquake recovery) payments and/or billings are completed consistent with the appropriate laws, rules or regulations. Coordinates with federal, state, local government to resolve incident (such as wildland fire, hurricane/flood/earthquake recovery) payments and billings. Provides advice to high-level fire managers on administrative issues such as appropriation use, personnel/payroll, cost management, fire acquisition, fire claims, and compensation for injury. Updates local Incident (such as wildland fire, hurricane/flood/earthquake recovery) Business Guidelines. Provides program managers and/or unit staff with data in the development, preparation and/or revision of fire and fuels budget and budget related matters. Coordinates agreements to meet the objectives of interagency units with fire protection responsibilities while adhering to applicable laws, regulations, policies and guidelines. Formalize budget guidance and direction and disseminate to managers and units.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-05: You must have one year of specialized experience equivalent to the GS-04 in the Federal Service. Examples include experience that may have been gained in administrative, professional, technical, investigative, or other responsible work and demonstrated the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. -OR- Successfully completed a 4-year course of study in any field leading to a bachelor's degree the education was obtained in an accredited college or university. For the GS-07: You must have one year of specialized experience equivalent to the GS-05 in the Federal Service. Qualifying specialized experience included meeting one or more of the following: Assisted in preparing and executing fire related agreements consistent with incident (such as wildland fire, hurricane/flood/earthquake recovery) business management policies and guidelines. Gathered technical information for fire managers. Assisted in the resolution of incident payments and billings. -OR- One full year of graduate level education (at least 18 semester hours). Graduate level education must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as: contracting, financial management, business administration, public administration, or other closely related field. -OR- Superior Academic Achievement (S.A.A). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership, (go to this site to determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). -OR- An appropriate combination of graduate level education and specialized experience as described above. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
