About the Position: You will be responsible for reviewing criminal justice information, conducting qualitative and compliance focused investigative assistance and other related activities in support of criminal investigations conducted by Army Law Enforcement entities.

Duties

Periodic review of ROI/LER to ensure timely submission and accuracy of biometric identification. Cross-reference arrest cycles in the National Crime Information Center (NCIC) with fingerprint card submissions to ensure accuracy and completeness. Review and compare quarterly dashboard reports from the FBI CJIS Division with submissions and dispositions by LE offices. Teach and train LE personnel in CJIS applications and programs. Respond to requests for assistance from Army LE personnel worldwide. Ensure compliance with DoD policies and procedures and the FBI CJIS Division Security Policy for biometrics collection, storage, and use.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Motor Vehicle Operator’s License is required.
  • Must sign DA Form 5019-R Conditions of Employment and must pass urinalysis testing as required prior to appointment and periodically thereafter. Position is subject to random drug testing IAW AR 600-85.

GS-12: One year of specialized experience which includes: conduct analysis in biometric operations and effectiveness; provide technical advice and assistance to Law Enforcement personnel on criminal information programs and services; and assist in the development of biometrics systems, processes, and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Information AnalysisInformation GatheringTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.

Education

Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

GS-12: For this grade level, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.

GS-11: Ph. D or equivalent Doctoral degree from an accredited university, or have at least 3 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)

Combining Education and Experience:

GS-11: Having some specialized experience (as described in the GS-11 qualifications), but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)


FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
