As the Energy and Water Manager within the Ames Research Center in the Environmental Management division (EMD), serves as the technical expert authority for the energy and water management program (EWMP) and provides expert leadership, advice and assistance on matters relating to the development, execution, monitoring, and performance of the EWMP.

Duties

Leads the Ames Research Center Energy Water Management (EWM) program to meet the requirements of NASA Procedural Requirement (NPR) 8570.1B (08/31/2020). Serves as Center technical authority in energy efficiency, renewable energy, and water conservation. Directs EWM program to facilitate program compliance with local, state, and federal environmental policy and regulations, as well as Center and Agency goals and objectives. Leads development of and reporting on Center energy and water (E/W) goals, with a focus on minimizing the Center’s significant E/W use and cost. Advises in the planning, management, monitoring, and administration of E/W projects, including pre-project planning duties, development of E/W investment proposals and E/W project implementation. Leads the Center’s Energy Efficiency Team and represent the Center on the Agency Energy Efficiency Panel. Obtains and maintains EWM training in accordance with certification requirements for federal agencies. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

You must possess Certified Energy Manager by the Association of Energy Engineers certification to be considered for this position. This certificate must be uploaded at the time your application package is submitted. Failure to do so may result in an ineligibility rating. In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Coordinating a campus or multi-site Energy and Water Management (EWM) program and providing technical recommendations, advice, and guidance regarding energy management laws, regulations, and policies; Developing Energy and Water project proposals and recommending funding to implement projects while communicating results to stakeholders and ensuring continual improvement in the program; and Coordinating with planning, engineering, and operations and maintenance personnel to ensure energy efficiency and performance requirements are met in the design, construction, and/or management of facilities. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
