The incumbent serves as an assistant to the Lands Program Manager in administering the park's real property management program and scenic easement program, and serves as an advisor with external stakeholders in regards to the scenic casement program, and other NPS staff on all issues involving land management.

Duties

Incumbent will work with Lands staff as a member of the Visitor and Resource Protection Team. They will be responsible for organizing and leading the scenic easement monitoring program. Incumbent will manage a small cadre of volunteers both in the field and providing necessary tools and reporting information to actively conduct easement monitoring. Incumbent will work with landowners where NPS owns a scenic easement interest in the property, in answering questions about the scenic easements, explaining regulations, providing information. Incumbent will work through the scenic easement request process with landowners when they are requesting changes to their property encumbered by NPS scenic easement. This may include making site visits, gathering information, working with local government representatives, and presenting findings to the Lands Program Manager for final determination on the project. Manages the current scenic easement database and will be encouraged to create a new database tracking system to house all information for over 800 scenic easements. Will also use mapping software to accurately locate potential violations in the field along with directional mapping for use in the easement monitoring field folders. Other duties may include, assisting with basic emergency response, assisting with special events planning and activities, assisting other divisions at the Riverway with lands related issues.

Qualifications

All qualifications must be met by the closing date of this announcement-12/14/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assisting in the organization and maintenance of land management tract files and automated lands management data systems to track land ownership and use, easement status, tract history and easement violations. performing oversight of scenic easement interest and monitoring land ownership changes, working with municipalities and county governments to assure current information and ownership data. Working with landowners on issues such as land transfers, building permits, zoning issues related to easement terms and conditions. Assisting with real property records for accuracy and currency. Coordinate GIS projects related to easements agricultural use and right of way programs. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one (1) year of graduate level study in directly-related fields such as natural resource management, natural sciences, agricultural land use, zoning and planning, real estate and appraisal, earth sciences, archeology, recreation management, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. (You MUST submit a copy of transcripts that includes with your name, school name, credit hours, major(s), and grade-point average or class ranking. A copy of your official transcripts will be required before entrance on duty, if selected). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example: six (6) months of specialized experience as described above may be combined with one-half year (nine (9) semester hours) of graduate level college study in a directly related field of study as described above to meet the qualifications requirements for the GS-7. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
