Duties

Supervises and provided guidance and leadership to a staff comprised of wildlife biologists, a botanist and a hydrologist. Plans work to be accomplished by subordinates, makes assignments based on capability and expertise. Responsible for administration of a variety of management programs, including safety, budget and spending accountability. Monitors staffs time, including leave, overtime, compensatory and credit hours. Performs personnel management functions such as completion of hiring related forms and making recommendations to the Assistant Field Manager for selection of employees. Establishes performance standards and evaluates performance. Serves as advisor to the Assistant Field Manager - Resources and the Field Manager on all aspects of Wildlife, Botany and Hydrology programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Ability to supervise and apply human resources procedures and policy. Knowledge of laws, regulations, and policies in Wildlife and other resource programs. Knowledge of resource management in planning and environmental analysis (NEPA) Processes. Ability to communicate verbally and in writing with diverse groups and individuals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The incumbents' work requires a mixture of physical exertion and work in an office setting. Meetings can be controversial and can generate considerable stress. Response deadlines imposed by legal challenges can also be stressful. The incumbent is expected to perform field duties in the field conducting surveys, assessments, participating in on sites, vegetation and habitat restoration efforts, as well as vegetation/habitat treatment planning and implementation. Field work may involve long hours of extended hiking in semi-arid and mountainous terrain, flying as an observer in light planes or helicopters, gathering biological data, and may require the occasional lifting and movement of heavy objects. Camping in remote locations may be involved. Work Environment: The position requires time is in an office setting and the other field related work. This type of work calls for walking and other vigorous work under adverse climatic (often windy) and topographic situations (heat in an excess of 95 degrees Fahrenheit and cold temperatures below -20 degrees Fahrenheit). Incumbent will adhere to regulations as prescribed in manuals/supplements, or those prescribed by the Authorized Officer.

Education

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:

1.) Degree: biological science that included:
  • At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
  • At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.)
  • At least 9 semester hours in botany or the related plant sciences.

2.) Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education.
