The primary purpose of this position is to: To serve as an expert Information Technology (IT) Specialist with
responsibility for designing, writing, testing, debugging, and maintaining complex applications software and
responsible for complex planning, designing, and implementing IT systems to meet the business and functional
requirements for AFLCMC
Duties
1. Serves as an expert IT Specialist in testing, troubleshooting, and correcting system and applications software discrepancies for the Air Force Life Cycle Management Center (AFLCMC)
2. Serves as an expert IT systems analyst and advisor for the Air Force Lifecycle Management Center (AFLCMC).
3. Leads projects by developing resource requirements, identifying complexities, determining scheduling, and establishing unique protocols to meet mission objectives.
4. Participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports.

- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. IAW OPM Qualification IAW OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes I have, or within 90 days of the closing date will have, at least one year of specialized experience at the next lower grade (GS-12) in Federal service or equivalent in other pay systems. Applicants must have at least one (1) year experience leading software development and functional analysis efforts at the next lower grade GS-12, or equivalent. Experience must include demonstrated expertise leading software development teams through various application software development efforts (DevSecOps) to include, analyzing, designing, coordinating, and supervising the development of software systems to form a basis for the solution of information processing problems, with ability to mentor others in developing functional requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of IT applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
2. Expert knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
3. Expert knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
4. Expert knowledge of IT management information systems requirements and application software development
techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
5. Ability to gather facts and use analytical and evaluative methods to assess requirements; apply tools to design and develop processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements
7. Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles
8. Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
9. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
10. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
11. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
12. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
