You will serve as a EMERGENCY MANAGEMENT SPECIALIST (EMO) in the EMERGENCY MANAGEMENT DEPT at Naval Base Point Loma. Salary Range for GS-12: $93,858 - $122,016 Salary Range for GS-11: $78,307 - $101,796 RECRUITMENT/RELOCATION INCENTIVES MAY BE AUTHORIZED

Duties

You will participate in meetings with emergency response representatives. You will coordinate with installation staff, higher headquarters, and partner agencies during emergency situations to ensure coordinated response and recovery operations. You will advise management and staff on emergency management policies and procedures to ensure compliance with federal regulations. You will analyze procedures, methods, and techniques to improve emergency management plans. You will develop and maintain all installation emergency plans, policies, and procedures and provide requisite training to management, staff, and tenants. You will analyze and assess local hazards and threats, as well as develop associated risk management assessments.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing the effectiveness of training, exercises, and real world incident response operations to determine if corrective action or policy change is required; 2) Conducting emergency management assessments to identify discrepancies and develop corrective actions; 3) Advising management and staff on emergency management policies and procedures to ensure compliance with federal regulations; 4) Overseeing Emergency Operation Center (EOC) operations to ensure effectiveness and execution of EOC processes and procedures in accordance with policy; and 5) Analyzing and/or evaluating methods and techniques used in emergency response to present recommendations and conclusions for improvement in response capabilities. NOTE: Experience must be fully supported in your resume to be considered for this position. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Representing the installation during meetings to ensure interoperability of emergency management response; 2) Coordinating all-hazard exercises to determine Emergency Operation Center (EOC) readiness; 3) Providing assistance to tenant commands in developing action plans and continuity of operations plans for responding to emergencies; 4) Managing and/or coordinating preparation measures for threats of manmade and natural disasters; and 5) Determining operational and administrative priorities to plan daily work for assigned subordinates. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
