Duties

The Supervisory LE Ranger is responsible for the supervision of Law Enforcement Rangers and enforcement of federal laws and regulations related to public lands and resources managed by the BLM. Works closely with the natural resources, recreation, and fire teams, as well as external partners, to develop strategies to achieve Field Office priorities and goals. Technical expert and authority on Law Enforcement Ranger and unauthorized use operations. Ensures program activities are consistent with national and state policies and procedures for carrying out law enforcement activities. Develops and maintains liaison with other Federal, State, and local law enforcement and resource management agencies to share resources in order to provide additional protection of people and property on public lands. Provides coordination for the law enforcement program involving Field Offices and outside agencies, including National Detail and event opportunities. Enforces a variety of Federal Laws and regulations related to public land and resources by performing investigations, apprehending suspects and violators, performing surveillance activities, and making enforcement contacts. Maintains operational capability to perform and lead Law Enforcement Ranger field work and to plan and conduct special law enforcement operations.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • The duties of this position may require you to perform irregular or occasional overtime per week. The position may qualify for Administratively Uncontrollable Overtime (AUO)
  • This position requires regular and recurring overtime and shift work.
  • This position requires you to wear an officially-approved uniform while in a duty status. The incumbent is required to wear the uniform in accordance with applicable policies and be required to sign a condition of uniform wear statement.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • You must be 18 years of age or older to be assigned to a hazardous position.
  • You must pass a pre-employment physical.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • Prior to appointment to a law enforcement position bureaus/offices will require entry level applicants to pass a medical examination, the Federal Law Enforcement Training Center (FLETC) Physical Efficiency Battery (PEB), and a psychological screen.
  • This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Prior experience as a law enforcement officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal law of the United States is a basic qualification of this position. Successfully completed the Land Management Police Training (LMPT), OR Natural Resource Police Training (NRPT), OR National Park Ranger Integrated (NPRI) Training. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-12, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Prior service as a Law Enforcement Ranger or similar position that involved carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses, enforcement of the laws and regulations, preparation of investigative reports, and search and rescue; participating in investigative activities with Federal, State, and/or local law enforcement officials; identifying significant sources of information to detect illegal activity and document issues or probable cause; conducting inspections to determine if violations have occurred; conduct inspections and investigations where significant difficulties are encountered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.Special retirement coverage will not be affected by this detail/temporary promotion. Your position of record determines your retirement coverage. This is a SECONDARY/Administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Firearm Requirement: This position authorizes you to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. Must successfully complete 40 hours of in-service training annually. Must maintain a delegation of law enforcement authority. All Law Enforcement Rangers who are new to the BLM are required to complete the introduction to Resource Protection Training Program within their first two years of assignment. All Law Enforcement Rangers will complete the Natural Resource Police Training (NRPT) at the FLETC or an approved equivalent law enforcement training school before they are delegated law enforcement authority. This training must be completed within the first 12 months of appointment.Successful completion of the BLM's Field Training and Evaluation Program (FTEP) must occur within one year of receiving delegation of law enforcement authority. Failure to complete the FTEP will result in the loss of law enforcement delegation and/or termination of employment. Physical Demands: The work is primarily office oriented in nature but requires frequent travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities. The incumbent may be required to put in long hours beyond the normal tour of duty. Many of these operations and investigations occur in remotes areas of Public Lands in the western States. These remote areas area in high mountainous, some over 10,000 feet altitude, desert and wooded areas, canyons, and other types of rough terrain. The incumbent will travel by aircraft, motor vehicle, all terrain vehicles, horseback, and on foot to remote locations. He/she may be required to remain in these remote areas for long periods to complete the activity/investigation. The work requires considerable strenuous physical exertion, e.g., long periods of standing, crawling, walking and running over rough, uneven, rock surfaces and through wooded or brush areas, performing these activities day or night. The incumbent may be required to respond immediately from a sedentary activity to an extremely arduous activity. Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. Many investigations occur in isolated areas of the public lands. The remote areas are in, high mountains as well as desert areas, canyons and other types of rough terrain. This type of work involves potentially high risks with personal exposure to dangerous situations, including possible physical attack or other uncontrollable conditions. The incumbent is regularly exposed to temperature and weather extreme, and will travel on foot or by specialty vehicles, e.g., four-wheel drive, motorcycles, and all-terrain vehicles, aircraft, or horseback to these remote locations to gather evidence and to arrest violators.
