The primary purpose of this position is to serve as the point of contact to assist veterans, their families, and staff and assist with data
management to improve patient satisfaction and quality of care measures.
Duties
Serves as Data Capture Analyst for Primary Care Service and through quantitative analysis is responsible for ensuring accuracy, completion and integration of monthly patient data from a variety of computer information systems.
Responsible for collecting and interpreting clinical data for the ACOS/Primary Care department, to be utilized for cost analysis, business plan analysis, provider specific information, FTEE allocations, quality assurance, benchmarking, credentialing, etc.
Comprehensive understanding of the VA mission, organization, and programs; and understanding of the philosophy and priorities must be displayed.
Interacts with all levels of the facility on various projects, as well as individuals from the network, VA Central Office, community partners, and Veterans and their family members.
Use judgment in researching regulations and in determining the relationship between guidelines and organizational efficiency, program effectiveness or employee productivity
The employee is responsible to determine inefficiencies in current and established practices, form corrective action plans, and prepare draft policies for senior management consideration and implementation.
Assists and/or supports clinical and administrative leads in implementing actions designed to improve operations and implements established action plans that will enable clinical grids to accurately reflect supply.
Serves as Quality Assurance (QA) Specialist with the responsibility of data collection relating to the quality of work processes and progress of each section within Primary Care Service and evaluating the causes of the deficiencies.
Collaborates with Primary Care section chiefs, Service Chiefs and Administrative Officers to resolve found issues.
Serves as the point of contact to assist veterans, their families, staff and political liaisons. Provides coordination of care, advisory and technical assistance to veterans seeking Primary Care and provides advice on eligibility in the VA system.
Provides a channel through which patients can seek solutions to problems, concerns and unmet needs. Works with health care providers and administrative staff in medical center to prevent and resolve patient complaints.
Interpret policies, making recommendations for local policies, assisting managers in defining administrative requirements, and/or providing advice to higher level leadership on related issues.
Reviews and analyzes workload, productivity, utilization to make recommendations to control or reduce costs. The position facilitates office and workspace utilization and works with the facility planner to ensure efficient and effective space usage.
Must have an active Contracting Officer Representative (COR) certificate level 1.
Promotion Potential: The selectee may be promoted to the full performance level (GS-9) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position, you must have served 52 weeks at the GS-05. For the GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: GS-07 Level:
Must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-5) that equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes knowledge and skills in: Communicating factual and procedural information clearly, orally and in writing. Gather and analyze basic facts and draw conclusions. Applying analytical, research and evaluative techniques to identify, collect, compile, and validate data from various data elements in order to make recommendations. OR,
Education: GS-07 Level:
Must have completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position of Program Analyst. (Transcripts Required), OR
Possess Superior Academic Achievement (SAA): Must meet the qualification requirements for this position using SAA:
Rank in the upper one-third of your class in the college, university, or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; and

Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-7) that equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes: Applying a strong working knowledge with eligibility criteria for many different areas such as prosthetic devices, medications, dental care, outside referrals and any special procedure, which may be necessary or requested. Communicating professionally with managers and other employees to identify areas of weakness and/or source of deficiency. Applying extensive knowledge of policies and directives, management theories and principals including administrative practices and procedures to effectively collaborate with physicians/medical staff, managers, administrators, VISN staff and internal and external stakeholders to gather information/data; Researching, analyzing, validating data, and developing reports for management meetings. Education: GS-09 Level:
Must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher-level graduate education leading to such a degree or LL. Physical Requirements:
The work is primarily sedentary and involves heavy use of computers and all other communication tools. At times, stress may cause physical demands.
