The Dayton Veterans Affairs Medical Center (VAMC) is recruiting for a Budget Technician position. The Budget Technician position will function within Nutrition and Food Services. The primary purpose of the Budget Technician is to perform a wide range of clerical and technician work supporting budget analysis and administration.

Duties

The Budget Technician duties include, but are not limited to: Administers budget for several fund control points. Maintains budget control records and assures funds are used in accordance with the operating budget. Records, reports, processes, and keeps track of budgetary transactions such as credit, receipt, transfer, allotment, withdrawal, obligation, or outlay of funds. Prepares various documents to assist with formulating and analyzing current budget. Reviews fund requests from staff for completeness and adequacy. Exercises fund control authority and establishes internal methods of control to ensure funds are used in accordance with operating plans and regulations. Advises on the status and availability of funds. Tracks expenditures and compares with budgeted, projected, and on-hand inventories. Develops, formulates, and provides essential data for budget forecasts based on studies of past expenditures, service requirements, program plans, and workload forecasts. Maintains reports and ledgers to support for cost accounting operations. Compiles, consolidates, checks, and arranges funding data to cover projected annual operating expenses. Performs calculations to assess the services' subsistence and supplies, equipment, and personnel costs. Prepares documents and correspondence as needed to assist with the needs of the service. Performs timely and accurate data entry support. Assists with development of internal tracking mechanisms for the purpose of quality assurance and control. Assists with maintaining time and attendance records. Validates transactions and researches data to resolve inconsistencies. Utilizes various accounting systems, applications and filing systems for tracking and resolving discrepancies. Formulates multipurpose and formatted spreadsheets and reports using computer software/applications. Extracts data from various sources and analyzes cost accounting data. Serves as back-up timekeeper for the site. Work Schedule: Monday -Friday. 8:00AM to 4:30PM Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024 .Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administering and maintaining budgets from various fund sources; works with purchasing requests; entering and tracking budgetary transactions into a computerized budgeting system; performing clerical duties in support of finance or accounting operations; and preparing correspondence and reports. You will be rated on the following Competencies for this position: Budget Administration Control of Funds Cost Accounting Clerical Computer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Occasionally requires carrying of light objects such as files, books, and papers. Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal.
