The Assistant Chief of Pharmacy Services, assists the Chief of Pharmacy in providing leadership, direction, organization, planning and implementation of pharmacy programs and services for North Florida/South Georgia Veterans Health System. Provides administrative support to all sections of the Pharmacy Service.
Duties
Leads the Pharmacy Service in providing exceptional care to the Veterans.
In coordination with the Pharmacy Chief, utilizes sound personnel management practices in administration by selecting qualified professional/supportive personnel, and assigning personnel in accordance with knowledge, skills and abilities
Provides the Chief, Pharmacy Service with counsel on developing of clinical pharmacy, pharmacy operations, workflow, procurement and automation. Assists with interviewing of employee candidates, recommends appointments, and evaluates employee performance. Initiates action based on employee's performance as necessary, including documentation and recommendation for awards, counseling and disciplinary actions.
Exercises fiscal management (responsibility in administering the pharmacy budget) by monitoring expenditures and reallocating funds between accounts to meet medical program needs.
Supports NF/SGVHS Equal Employment Opportunity (EEO) program, Incentive Awards Program and effective labor/management relations. Maintains effective personnel management program within pharmacy including EEO awareness, training opportunities, tuition support, and individual development plans. The incumbent reviews evaluations of personnel made by subordinate supervisors. Provides attention to employees' complaints/grievances with the goal of resolving them at the lowest possible level. Promotes cultural diversity to establish an environment that works for all employees and strives to achieve and maintain a culturally diverse work force, which is comparable to the civilian workforce.
Critically monitors clinicians to assure acceptable practitioner performance. Likewise, continually reviews programs to assure objectives are achieved.
Implements and maintains plans to strengthen managed care and on-going quality improvement.
Maintains and directs a drug distribution process that meets the needs of patients and the NF/SGVHS that assures accuracy, legible labeling, quick responsiveness, and inventory accountability.
Identifies continuing education needs.
Assures new employees are properly oriented and existing pharmacy employees are properly trained. Maintains records of all such trainings.
Relationships with management, co-workers, host sites, patients, and the general public are consistently courteous, respectful and cooperative in nature.
The primary age of Veteran patients are normally at the geriatric level, i.e., 60 years of age or older, although there may be younger patients between the ages of 18-60 years of age that receive pharmacy services. The position requires the incumbent to possess or develop an understanding of the particular needs of these types of patients. Sensitivity to the special needs of all patients in respect to age, developmental requirements, and culturally related factors must be consistently achieved.
Adheres to all medical center and department policies and regulations.
Develops, implements, and/or maintains plans to assure drug use reviews are educational, meaningful and consistent with contemporary TJC guidelines.
Participates in quality assurance/performance improvement initiatives with external departments, DVA, outside affiliates, and other segments of health care profession.
Work Schedule: Generally an 8-hour tour between the hours of 7:00am and 8:00pm with rotating weekends, holidays, evenings and nights based upon the needs of the service.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
OR
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure:
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Grade Determinations: GS-14Experience:
In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
Associate Service Chief
Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.)

Preferred Experience:
Pharmacy operations experience.
5 or more years of supervisory/management experience or Veterans Health System PGY-2 in Health System Pharmacy Administration and Leadership Residency, plus supervisory experience.
Strong budgetary knowledge and accountability.
Demonstrates strong leadership skills with ability to direct multiple staff and foster cooperation in standardization amongst diverse pharmacy sites
