About the Position: This Advance Practice Nurse (Clinical Nurse Specialist) position is located at the Directorate of Nursing, Pediatric Intensive Care Unit at Naval Medical Center San Diego, San Diego, California. A recruitment incentive may be authorized. Salary negotiation may be available for those candidates who are new to the Federal service. This is a Direct Hire Solicitation

Duties

Serve as a pediatric intensive care subject matter expert in and to develop research, advise, educate, execute, and implement nursing standards and practices. Incorporate advanced knowledge and skills to plan, coordinate, and direct pediatric intensive care clinical activities to independently solve problems related to nursing practice and to improve quality and safety of care. Facilitate orientation and implement ongoing professional development. Participate in discharge planning across the pediatric intensive care continuum to include inpatient, outpatient, and community resources/services, to facilitate achievable transfer or discharge objectives. Perform evidence-based assessment and treatment of pediatric illness including symptoms, functional problems, and risk behaviors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through American Heart Association (AHA) or American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
  • PALS (Pediatric Advanced Life Support) and/or NRP (Neonatal Resuscitate Response) required for positions located in NICU or PICU. NRP is required for Labor and Delivery and NICU. NRP may be provided by unit upon on-boarding.
  • One-year trial/probationary period may be required.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A Personnel Security Investigation is required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • The employee is required to work rotating shifts, which may include evenings, weekends, and/or holidays. Required to take on-call shifts.
  • S.T.A.B.L.E certification required for positions assigned to NICU and may be provided by unit upon on-boarding.
  • Emergency overtime is required.
  • This position has been designated as mission essential, consistent with the criteria described in DoD Instruction (DoDI) 3020.42, “Defense Continuity Plan Development.

Basic Requirement for Advanced Practice Nurse: Degree: A graduate or higher level degree from an accredited professional nursing educational program in Clinical Nurse Specialist (CNS) is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.). Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Licensure: A current, active, full, and unrestricted license or registration as a professional nurse in the specialty of Clinical Nurse Specialist (CNS) or related specialty from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Professional Nursing Experience is defined as: One or more full years of professional nursing experience which includes developing researching, advise, educate, execute, and implement nursing standards and practices for patient care. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
