The primary purpose of this position is: To provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). ... The incumbent may be designated as the supervisor on duty, as needed, whenever the Child Development Center (CDC) Director is not physically in the facility.
DUTIES
Designs, implements, and reviews activity plans. The incumbent uses own initiative to design and implement a variety of activity plans to stimulate and sustain the interest of children and to contribute to their social, emotional, cognitive, and physical development.
Observes and evaluates each child's health and development and reports on and maintains records of observations. Participates in conferences with parents and program assistants.
Prepares and implements specialized programs for children with special needs, i.e., children with disciplinary problems, learning disabilities, or gifted children.
Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects. Provides on-the-job training and instruction on work methods and techniques concerning such matters as programmed activities, food handling, health, safety, and behavior management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector performing work that includes applying child development program rules and procedures to plan and perform a wide variety of interrelated child care assignments and solving a wide range of problems; interacting with parents professionally and tactfully; reporting abuse in accordance to establish guidance; maintaining accurate count of children and providing a safe environment to prevent injury.

EDUCATION: Applicant must have successfully completed four (4) years of education above high school level obtained in an accredited business, secretarial, or technical school, junior college, college, or university (must provide a copy of transcripts at the time of application).

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have a combination of qualifying specialized experience and education that when combined total at least 100 percent (must provide copy of transcripts at time of application).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Child Development regulations, procedures, and processes.
2. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.
3. Knowledge of Child Development Center regulations, programs, and operations.
4. Ability to develop creative and innovative activity and special program plans.
5. Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.
6. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
