This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Medical Director for Community Care Services (CCS) will have medical oversight and exercise independent judgment in carrying out duties and responsibilities that include but are not limited to programmatic supervision as well as general oversight of care in the community throughout the VA Puget Sound Health Care System (VAPSHCS). The incumbent reports to the Chief of Staff office and will be responsible for the tracking, monitoring, reporting, supervision and oversight of productivity, service reports and special requests for reports.
Responsibilities and duties include but are not limited to the following:
Implement the 'Operating Model' for Community Care and five foundational elements.
Assist providers and advanced practitioners to carry out the functions and activities as expected related to community consults and care.
Contribute ideas and recommendations for the establishment of Operating Model to including care coordination, policies, technologies for the enhancement of Community Care and organization-wide.
Assist in policy making activities as related to provider relations and customer service and the overall functioning of administrative and clinical programs.
Collaborate with other administrative and clinical/health care staff to establish and maintain programs that cross service and/or discipline lines and influence the organizational mission and veteran health care.
Facilitate the implementation of new guidance, tools and technologies facility-wide.
Communicate across the medical center and to leadership as policies and changes are forthcoming-building consensus.
Monitor process improvement and quality measures and Co-chairs the Oversight Council.
Provide vision, supervision, and direction to staff and programs in CCS which is comprised of Non-VA care (NVCC), Choice and MISSION Act programs.
Works collaboratively with Clinical Informatics, Health Administration Service and Clinical Services regarding processes that overlap with CCS programs. Interprets and implements national and VISN guidance for the CCS programs.
Represents VAPSHCS in VISN and national settings. Informs leadership when program achievements or outcomes fall short of local, VISN and national expectations.
Bases planning on patient and staff feedback.
Plans the provision of services with a patient-centered vision to enhance patient education and shared decision making.
Empowers staff to resolve problems and complaints independently at the lowest level.
Directs the continuous measurement and improvement of the quality of care provided by the program.
Initiates and participates in system redesign and process improvement.
Assumes delegated responsibility from the Chief of Staff for approving and coordinating all CCS related clinical services.
Develops, implements, and maintains all non-VA care consults, complying with national guidelines for non-VA consult titles and format. Assures that organization of non-VA care consults align with required clinical and fiscal tracking, enabling make vs. buy analysis for all non-VA services.
Develops, in collaboration with specialty services, standardized packages of clinical services that conform to national guidelines, accepted clinical guidelines and community standards of care.
Develops, negotiates, and renews all agreements with non-VA care fee providers, Choice, and Mission Act Providers so that negotiated amounts conform to national VA guidelines and are fiscally responsible with federal government resources.
Provides clinical care on a regular basis.
Demonstrates sound decision-making skills, both clinical and administrative, which bring credit to the profession and serve to enhance the distinctive and contributory role of physicians.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Preferred Experience:
Knowledge of patient care processes and systems
Computer skills and ability to use a variety of software programs
Documented ability to coordinate a broad continuum of programs
Management and supervisory experience with strong administrative and interpersonal skills
Strong oral and written communication skills
Demonstrated skills in providing clinical interface with internal customers as well as external key stakeholders.
3 years management and/or supervisory experience preferred.
Prior VHA Experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
