This position is located within the Fitness Division, Morale, Welfare, and Recreation Department, Naval Air Station Whiting Field Florida. The incumbent will technically and administratively oversee the management, supervision and operation of the MWR Aquatics Programs and assist with the sports program.

Duties

The incumbent is responsible for managing a comprehensive Aquatics programs and assisting with the sports program. The incumbent is responsible for recruiting, hiring and training and motivating staff; evaluates effectiveness of ongoing aquatics activities. Adapts and varies programs as necessary. Enforces rigid safety regulations to ensure maximum protection of swimmers. Ensures facility is properly maintained for safety of the patrons, including pool deck, pool house, and water chemical levels. Plans swimming programs, developing basic categories such as swim instructions, swim team competition, springboard diving, water exercise classes, etc., Devises, improvises and adapts various activities to fit the conditions of water environment and to conform to limitations in funds, facilities, equipment and staff support. The incumbent is responsible for the Aquatics Program functions of each activity noted within the division and delivery of program and services in accordance with applicable directives and policies. The incumbent evaluates recreational and social needs as well as the special interests of patrons who participate in all Aquatics programs and establishes and/or recommends establishment of/or modification of existing programs to ensure that requirements and goals are satisfied. Schedules and, coordinates and plans recurring and non-recurring sports and aquatics programs ensuring maximum effectiveness in attracting and motivating participants and in providing the widest possible range of activities for different age groupings and interests. The incumbent assists the Sports Coordinator with planning, administering, a year round sports programs. The incumbent assists with carrying out individual or team sports, clinics or seminars to train coaches, officials and/or participants; trains or develops athletes in individual or team sports. Arranges for all supplies and equipment necessary to support the aquatics programs and events. Ensures proper internal controls are established to protect income, minor property, fixed assets, resale supplies, records, etc. The incumbent is responsible for the fiscal accountability for the activities under their supervision. Prepares and justifies annual operating NAF and APF budgets for inclusion in the overall MWR Department budget. Budget requests are based on a needs assessment of the population served and include projected expenses for supplies, instructors, officials' fees, payroll, equipment, awards, training, travel and lodging, maintenance and upkeep of facilities. Estimates projected income derived from fees, charges, and miscellaneous fund raising initiatives. Applies financial and accounting knowledge and skills regarding both appropriated fund and non-appropriated fund entitlements and policies to manage resources for a sound fiscal policy that meets current program objectives and short/long range goals. Solicits volunteer help for sports and aquatics programs, fun runs, tournaments, etc. Ensures that all volunteers have completed a thorough background screening in accordance with Navy instructions and have a current volunteer agreement signed. Resolves complaints from patrons and parents and solicits feedback to improve quality of service provided. Coordinates program efforts with managers of other recreational facilities such as the Fitness, Information, Community Recreation, Liberty/Single Sailor Programs, Parks and Picnics, and Library. Performs all other related duties as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Knowledge of the goals, philosophy, principles, techniques, and methods of procedure used in organizing, planning, administrating and conducting Sports and Aquatics activities. Knowledge of the entire scope of activities and their suitability for individuals, groups, ages, and interests. Knowledge of the Navy recreation system and its mission. Ability to coordinate a volunteer program with command, community and civic leaders, and to develop and raise local funds through various fund raising initiatives. Ability to solve problems that arise from managing large, diverse groups of people. Ability to market the programs and motivate eligible patrons. Ability to effectively manage the financial and physical resources of the Intramural sports and Aquatics programs and to utilize MWR Department resources effectively.
