This position serves as a Peer Review Program Specialist which is an integral part of the facility's Risk Management and Performance Improvement Programs. The incumbent coordinates both protected. peer reviews for quality management and non-protected peer reviews (management reviews) in compliance with facility and agency guidelines within John J. Pershing VA Medical Center.

Major duties include but are not limited to:
Development of Programs, Policies, and Procedures:
Develops-programs to insure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services.
Develops training materials, presentations and information packages for the agency's quality management program.
Based on samples or guidance from senior staff, develops materials to convey program information to target audience.
Development of Criteria:
Develops reporting procedures, sampling techniques, and measurements at various points in the
transaction process or business cycle to identify problem areas or inherent weaknesses in work
processes, procedures, information systems and content. Develops Indicators to provide objective
evidence of the effectiveness of quality procedures and controls. Identifies operational activities that
meet, exceed or fail to meet establish criteria. Uses standard qualitative and quantitative measurement techniques-to report on status of assigned subject areas. Monitors quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements.
Program Implementation:
Investigates and analyzes adverse quality trends or conditions and initiates corrective action. Monitors qualitative and quantitative measurements to identify quality program trends. Identifies areas requiring further analysis. Recommends approach to senior staff.
Studies and Special Projects:
Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality. Identifies discrete steps of simple transaction processes or routine business practices that might be opportunities for applying standard quality improvement techniques.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5.For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify at the GS-07 Level based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in an office or administrative setting under limited supervision; preparing reports and correspondence in final form; managing budget and office supplies; compiling data and reports for review by management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of progressively higher level graduate education or superior academic achievement. Education may be accepted if it clearly provides you with the background of knowledge and skills necessary for successful job performance. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education to qualify. Education and experience may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
You may qualify at the GS-09 Level based on your experience and/or education as described below:
Specialized Experience, GS-09 Level: Candidates must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience includes: Develops programs and/or procedures to insure that data collection and reports are planned, developed and implemented to identify, prevent, and correct unsatisfactory conditions and elements effecting department operations, Develops reporting procedures, sampling techniques, and measurements at various points identify problem areas, weakness in work processes and procedures, investigates and analyzes adverse quality trends or conditions and initiates corrective actions, and designs studies, training programs and organizational strategies to improve process quality.
Education Substitution, GS-09 Level: Successful completion of a Master's Degree, 2 full years of progressively higher level graduate education leading to such degree, or LL.B or J.D, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of an Equal Opportunity Specialist.
Combination of Experience and Education, GS-09 Level: Equivalent combinations of experience and education leading to levels described above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The applicant should have the physical ability to lift 20 pounds and spend extended periods of time on their feet.
