The primary purpose of this position is to provide support for the various programs in PM&R, Whole Health and Pain, and students rotating through PM&R. The incumbent oversees the program's students, fee-basis program and providers, onboarding, track time, disbursements, and evaluations. In addition, handles day to day, requests for reports, data, policy updates.

Duties

Major duties include: Serves as Automated Data Processing Application Coordinator (ADPAC) for PM&R. Information management expert in creating the data streams essential to the operations, organization, and decision-making process within PM&R section. Will be the resident expert on VISTA/CPRS and other VA information systems, the derivation of pertinent data sources from these information streams, use of statistical analysis and the developmental research work for the application of software and hardware of the section staff for both administrative and clinical applications. Planning, monitoring, scheduling, and submitting security and access applications and renewals for PM&R staff, students, and fee-based providers, in addition to without compensation and nonprofessional trainees. Provides information and analysis support to management and clinical service teams. Designs, collects, analyzes, and reports clinical improvement data to support key section improvement goals and performance improvement programs. Utilizes reports to assist in the care delivery process. Provides direct program support tasks for the PM&R, Whole Health, Pain section. Maintains PM&R SharePoint, coordinating and providing reports to assist with research, assisting with project administration, and helping the organization operate successfully in a new personalized, proactive, patient-driven health care environment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Typing and using word processing and other software to produce correspondence, memoranda, reports, forms, etc; Communicating orally and in writing for effective communication and to prepare clear and concise reports, correspondence; Successfully uses various personal computer operating systems, applications, and a has complete understanding of hospital data collection concepts; Interpret and analyze complex information and have the ability to reduce such data to clear, concise written summaries, reports, and recommendations; and Implementing scheduling policies and procedures NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of graduate school. You will be rated on the following Competencies for this position: CommunicationCustomer ServiceData ManagementProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Position requires walking, standing, lifting (monitors, printers, and personal computers), bending, and prolonged periods of sitting as well as the emotional stability to handle difficult problem-solving situations. Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. Duties are normally performed in areas of the ADP computer site, but frequently include trips to various offices within the Service and other services throughout the medical center. Normal tour of duty is Monday through Friday; however, the incumbent may be required to work other than normal tours to provide technical training and assistance to personnel. All work involves the use of safe work habits with office equipment, VA medical center fire and safety regulations. Incumbent receives many interruptions during the workday in person, by telephone/pager, or written/e-mail communications.
