This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: These are Interdisciplinary positions with the incumbents serving as Project Managers. These positions are located with the Programs and Project Management Division, Project Management Branch in Galveston, TX.
Duties
Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of projects.
Control and manage assigned project's budget and schedule assuring that District commitments to the sponsor/customer are met.
Responsible for ensuring that assigned project work is executed within applicable authority, policy, regulations, budgets, guidelines, and supervisory direction, for meeting product delivery requirements and commitments.
Monitor and assess progress of scheduled activities, anticipates and proactively manages execution risk problems, implements contingency and recovery plans, manages change, and reports to the supervisory chain regarding progress and exceptions.
Review project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Manage project contingency funds to ensure efficient and effective utilization.

- This position requires the incumbent to possess or obtain and maintain a valid state Driver's License to operate vehicles.
- This position may require the employee to occasionally travel.

In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 2 out of the 3 following duties: 1) Assisting with planning, design, cost engineering, or construction of a civil works projects; OR 2) Analyzing construction schedules to determine cost estimates for project budgets; OR 3) Providing project status to customers,contractors, or senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
