Duties
Leads, manages and coordinates a wide variety of complex projects. Projects are typically multi-year, multi-jurisdictional, highly visible, inter-agency in nature, unique, new and/or evolving.
Develops complete project plans and provides advisory, planning, and technical services to management in initiating, designing, planning, staffing, implementing, executing, monitoring, controlling, and closing out projects.
Defines main objectives and milestones, purpose, scope, identifies key internal and external stakeholders, and serves as the primary point of contact for any issues or discrepancies.
Establishes, leads, directs, and coordinates the project team to accomplish project objectives including providing day to day oversight of the projects.
Coordinates with third part contractors regarding project management schedule and products.

Qualifications

To qualify at the GS-12 level, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
1. Significant knowledge of NEPA processes.
2. Experience implementing project leadership of at least an Environmental Assessment level project.
3. Working knowledge of Land Use Plan processes.
4. Public Speaking experience in groups, teams, or large meetings.
5. Experience as a Project Lead or as a team member with public scoping processes or meetings.
6. Experience creating and maintaining schedules and spreadsheets.
7. Fluent skills in use of word processing, spreadsheet, and presentation software.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: This job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork.
Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in a remote and adverse situation. Incumbent will adhere to all safety rules and regulations as prescribed in the manuals/supplements or by the designated Safety Officer.
