This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Supervisory Biomedical Engineer for the Ralph H. Johnson VA Medical Center reports to Healthcare Technology Management Service under the direct Supervision of the Chief, Healthcare Technology Management. He/she will be responsible for the management and administration of the Biomedical Engineering Section, and all matters relating to medical equipment, including maintenance, performance, planning and safety. He/she, is a key member of Healthcare Technology Management Service, independently makes professional judgments to accomplish projects and meet goals. The incumbent provides these professional services to a VA tertiary care facility with medical, surgical, neurology, rehabilitative, psychiatric, beds, and outpatient services supporting a $90 million inventory of medical equipment and technology. The facility also participates in a VISN risk pool program that requires careful monitoring and personal involvement to ensure program success. Incumbent is directly responsible for developing, implementing and monitoring a complex Biomedical Engineering program. He/she is responsible for the management coordination and supervision of the Biomedical Engineering Section of Healthcare Technology Management Service. In such a capacity, the incumbent provides recommendations to the Chief, Healthcare Technology Management Service, concerning projected Biomedical Engineering Section resource requirements of personnel, facilities, budget, training, equipment, etc., utilizing knowledge of finances, section goals, service and medical center objectives. The incumbent manages the Biomedical Engineering Section resources to provide cost effective and responsive services to the medical center in the maintenance, repair, safety, etc., of medical devices and systems. The incumbent employs innovation and technical expertise to develop techniques, protocols and policies, which are often unprecedented, for ensuring that biomedical equipment is maintained and used properly and effectively. The incumbent continually monitors, evaluates and implements changes to biomedical program activities, insuring compliance with all VHA, JCAHO, NFPA, OSHA, CAP, etc., policies and standards. Duties include, but are not limited to: Determines systems requirements, reconnaissance, location, and prepares designs, specifications and estimates. Conducts investigations to obtain baseline data, determines a course of action, consults with process owners, tests proposed solutions (when necessary), and prepares the Patient Safety Alert or Advisory for national dissemination. Provides professional advice to peers, subordinates or non-professional administrators or managers. Performs scheduling and layout of investigations, and inspection and surveillance of products, materials, methods, and equipment used in healthcare. Reviews and evaluates shop drawings, samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or receipt. Prepares correspondence, safety advisories, recall notices, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments, consults with manufacturer or contractor personnel to resolve difficult and complex unforeseen problems and latent conditions developing during maintenance, reviews and evaluates samples and material certifications submitted by contractor for contract and performance requirements, recommending approval, rejection or receipt. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English. Education: Must possess a Bachelor's Degree or Higher in Engineering. The curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR, Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements for this occupation as stated above, the following Experience and Knowledge, Skills, and Abilities (KSAs) criteria must be met for the Supervisory Biomedical Engineer (Clinical), GS-13 grade level Demonstrated Knowledge, Skills, and Abilities (KSAs): 1) Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. 2 Ability to draft and/or recommend local policies and/or directives related to healthcare technology management 3 Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions, 4 Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility 5 Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Physical Requirements: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds, such as equipment.
