The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Greater Los Angeles Healthcare System (GLAHS) VA Medical Center (VAMC) in the Office of Strategic, Facility and Master Planning. GLAHS is a Joint Commission accredited, complexity level 1a facility serving Veterans throughout Kern, Los Angeles, San Luis Obispo, Santa Barbara, and Ventura counties.

Duties

Duties include but are not limited to: Implement and evaluate budget, contract management, personnel management, and coordination of educational activities. Oversees administrative support for supply, equipment, and procurement management. Serves as Contracting Officer Representative (COR) for contracts. Facilitates education and completion of actions to optimize efficiency and effectiveness. Provides advice to management and program personnel on budgetary, finance, and regulatory issues. Prepares correspondence to a wide variety of internal and external customers. Maintain effective lines of communication with ELT, Service Chiefs, management, VISN program officials, Network Business Office and other personnel regarding ongoing operations and management. Develops monthly and quarterly cost ceilings while maintaining running control of funds. Ensures that accounts are within authorized levels. Identifies program resource requirements, ensures appropriate acquisition and allocation of essential resources, and accounts for the effective utilization of all available resources in support of program activities. Maintains service level personnel file folder contents and organization. Trains and arranges back-up coverage for all administrative support in the service. Maintains the Service organizational chart, functional list, resource requests, and personnel requests. Prepare Congressional and other controlled correspondence Including responses to IG, GAO, and audit recommendations for the Medical Center Director's signature. Ensure compliance with local and system wide program policy manuals and directives. Maintain awareness of local and system-wide trends in patient care demands, health care technology, and the ever-growing related body of knowledge drawn from the published results of clinical and administrative research. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment. Identifies development training needs; arranging for training; and finds ways to improve productivity and increase quality of work. Approves/Certifies Leave for employees for tours of duty (annual and sick leave). Coordinates operational planning meetings. Develops program goals and objectives. Develops innovative/creative community outreach programs that provide volunteers and financial resources. Work Schedule: Monday-Friday from 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Federal and agency housing policies, requirements, administrative practices, knowledge and understanding of agency policies and procedures related to the planning, budgeting, scheduling, and coordination of resources for efficient operation and utilization of housing projects or facilities; knowledge of applicable laws, ordinances, and codes governing the construction, leasing, renting, location, operations, and skill in developing related plans and directives. Program oversight, collaboration with Facilities Management, Engineering, Interior Design, and facility leadership to develop and manage long and short-range budgets including costs of daily operations, maintenance and periodic refurbishments, review of current expenditures of operations and maintenance functions. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is principally sedentary. No special physical demands are required. The work will require some travel. All travel is within the Continental United States. Work Environment: The work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted, heated, and ventilated.
