The incumbent serves as a network Data and Information Manager for Inventory and Monitoring Program.
This duty station is negotiable upon selection within the boundaries of the Northern Colorado Plateau Network. The network boundaries which include the states of CO, UT, WY, and AZ.
Duties
The major duties of the Interagency Biologist/Ecologist position include, but are not limited to, the following:
Participates in the collaborative creation and management of data systems to support the science information life cycle for natural resource datasets produced by past and forthcoming inventory and monitoring efforts.
Uses geospatial knowledge and expertise to develop and maintain geospatial data, applications, and cloud resources (ArcGIS Online) for mobile data collection, analysis and reporting.
Oversees and participates in the software development life cycle for data entry, quality control and assurance, and reporting applications to ensure program staff have quality tools to conduct their work.
Utilize programming skill to work with data from a variety of sources to analyze and automate their movement between data stores, detection of quality issues, creation of summaries and visualization, and the generation of reports and data packages for publication.
Formulates and implements standards and guidance for the proper management of network data resources based on best practices, program needs and guidance from higher levels of the organization (IMD, NRSS, NPS, DOI, etc.).
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-12/20/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To qualify for the Interdisciplinary Biologist/Ecologist position at the GS-11 grade, you must meet the following requirements by the closing date of this announcement:
Basic Requirements
General Resources Management and Biological Science Series, 0401 (You must include unofficial transcripts):
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Or
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Ecology Series, 0408 (You must include unofficial transcripts):
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
In addition to the basic requirements listed above, to qualify for the Interdisciplinary Biologist/Ecologist position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: (1) Assisting with designing database systems using relational database design principles such as tables, relationships, normalization, and integrity rules, assisting developing user interfaces for the purpose of entering and extracting data; (2) Developing business processes and applications to ensure the long-term integrity of natural resource-related data sets, including data acquisition, data quality control, data analysis, and data dissemination; (3) Working with a variety of end users (e.g., project managers, scientists, and field personnel) to determine their data processing, data management, and reporting needs; and (4) Some experience programming with R or Python, SQL Server or Microsoft Access to access and manipulate data. -OR-
EDUCATION: Successful completion of at least two years of progressively higher level graduate education leading to a masters degree or masters equivalent degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology, or physical science, engineering or mathematics or directly related fields, which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position. In addition to the basic requirements listed above, to qualify for the Interdisciplinary Biologist/Ecologist position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
