Duties
You will support the Portfolio in all aspects of the end-to-end strategy, design, transition, and operational management of the service throughout its lifecycle, including the continual improvement and management of change affecting a service.
You will support the Portfolio in the planning and executing to plan, for assigned service(s) cost, schedule, and performance.
You will provide input to developing life cycle program plans/roadmaps, maintaining life cycle cost estimates, developing cost allocation models and ensuring resource needs are incorporated into budgets and spend plans.
You will perform functions as an assistant contracting officer representative (A-COR)
You will assess and identify risks, issues, and opportunities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Intermediate Level within 12 months of appointment.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
- The incumbent must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
- The incumbent must complete an annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Skill in the application and analysis of measurement tools to systems issues. An understanding of the use of commercial cloud technologies, and how they apply to an enterprise information technology environment. Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.
