These positions are located in Cuyahoga Valley National Park (CUVA) in the Midwest Division in Brecksville, Ohio AND Overmountain Victory National (OVVI) Historic Trail in Blacksburg S.C.

Duties

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of (CUVA a total of four years) (OVVI 2 years with the possibility of extending up to a total of 4 years), or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Duties my include but are not limited to the following: Recommends policy or guideline changes based on issues identified and resolved during the course of planning projects worked on. Drafts press releases in coordination with the public information office and prepares other information for public distribution regarding the planning process. Participates in and may lead discussions to develop cooperative plans with Federal, State and Local agencies and private organizations on matters pertaining to the need for resource planning and protection in areas such as rivers, trails, wilderness, protected sites and land preservation. Serves as a planning team member on multidisciplinary teams of professionals and/or is independently responsible for a variety of comprehensive planning projects and studies. Prepares planning documents and components thereof, including scoping newsletters, foundation statements, analysis and summary of public comments, and summary of completions plans. Overnight travel may be required for CUVA location. Government Housing may be available for the OVVI location. Qualifications

All qualifications must be met by the closing date of this announcement-12/13/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: I have one year of experience (equivalent to at least the GS-09 level or pay band in the Federal service) that includes performing the following duties: Work with Federal, State, or local community organizations performing analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups; prepare and review plans and programs for natural resource utilization and recreation area development; use plans and compliance documents to make recommendations to higher authorities. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or have successfully completed three (3) years of progressively higher-level graduate education leading to such a degree, or possess a LL.M degree, if related. Education must be in a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. Must include transcripts. -OR- Equivalent combination of education and experience. EXAMPLE: Six months of specialized experience (50% of the experience requirement), plus 45 semester hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education) equals 100%. (NOTE: Only graduate education in excess of 36 semester hours is creditable towards meeting this requirement). You must include transcripts and hours worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
