The primary purpose of this position is to perform duties as the working supervisor, as well as exercising full technical and complete administrative supervision over subordinate workers in accomplishing trades and labor work of the Clear AFS Central Heat Complex - 40 million BTU steam plant operating at 313 degrees Fahrenheit and 150 PSI.
Duties
- Performs work planning responsibilities.
- Performs administration responsibilities.
- Operates, repairs, adjusts, troubleshoots, modifies, overhauls, and maintains multiple complex steam boilers, auxiliary pollution control systems, and other associated equipment in a steam boiler plant.
- Performs work direction responsibilities. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

- Incumbent is required to be able to obtain and maintain a SECRET security clearance.
- This is a key position. Incumbent must be removed from any military recall status if alternatives are not
available for filling this position during an emergency.
- Leave accrual may be authorized upon request.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance and Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a UTILITY SYSTEMS REPAIRER-OPERATOR SUPERVISOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
2. Knowledge of safety regulations, practices, and procedures. Ability to communicate effectively, both orally and in writing.
3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised.
4. Skill in dismantling, repairing, and reassembling boiler plant pressure vessels and associated equipment to include, pumps, generators, preheaters, and their attached plumbing and controls.
5. Ability to operate steam boilers; perform preventive maintenance and various operational repairs on them without more than normal supervision; and operate auxiliary equipment and pollution control equipment.
6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
