This is a bargaining unit position with AFGE Local 228.
This is not a drug testing designated position (TDP).
This position is located in the Small Business Administration, GCBD-AreaOffice-HQ in Washington, DC. The incumbent will process applications for contracting preference program certification and/or conduct periodic compliance reviews to determine continuing eligibility under one or more of these programs, including protests and appeals.
Duties
Reviews and analyzes all required documentation for applications, re-certifications and program exams for the business development program to determine eligibility.
Reviews available information and makes recommendations based upon supporting documentation, regarding protest and appeal actions.
Prepares and drafts letters of notifications regarding SBA's decisions, describing the basis for proposed actions and any available remedies.
Researches, complies data and prepares reports. Provides procedural guidance in interpreting policy related to assigned small business, HUBZone, WOSB, EDWOSB, VOSB, ASMPP, SDVOSB, SBD, and 8(a) program.
Participates in outreach efforts to assure deep and diverse portfolios are responsive to the needs of the acquisition and economic development communities.
Requirements

- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: which demonstrates knowledge of small business certification programs such as the HUBZone Program; demonstrating sound judgement in interpreting and applying statutory, regulatory, and policy requirements, applying relevant program eligibility criteria to specific fact patterns to determine compliance, and write clear and concise analyses of eligibility recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

Education may not be substituted for experience for this position.
