The Following Locations:
One (1) position will be filled on the FREMONT-WINEMA NATIONAL FOREST in LAKEVIEW, OR at the GS-11.
One (1) position will be filled on the WILLAMETTE NATIONAL FOREST in EUENE OR; SPRINGFIELD,OR; WESTFIR, OR at the GS-09/11.

Duties
Duties are at full performance level.
Coordinate a number of important and complex unit segments of technical and administrative work.
Provide expertise regarding administrative aspects of assigned projects and operations within the unit and supports its major programs.
Advise officials of other units or organizations and higher level management officials in all aspects of administrative work and projects assigned.
Apply knowledge of functional policies, procedures, and techniques to lead, develop and organize viable programmatic options for satisfying the Agency's changing needs.
Maintain contacts with clients to build business relationships and establishes relationships with potential clients interested in the work of the unit.
Develop, write and manage grants for external funding utilizing the Forest Service Natural Resource Manager Information System required to support the program.
Conduct, oversee and meet with various organizations to obtain grant monies.
Requirements

Qualifications

Basic Requirement: For GS-09: One year of specialized experience that is equivalent to the GS-07 grade level.
Specialized experience is defined as one or more of the following: providing oversight of projects or administrative functions in order to investigate, evaluate and resolve a variety of problems and/or conditions; serving as a liaison between management and other FS offices in order to provide advice and guidance on administrative or project management matters; conducts project planning, coordination, and implementation; and providing support of administrative or project management functions to include one or more of the following: agreements, contracting, correspondence, human resources, meetings management and purchasing;
OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.;
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours).
For GS-11: One year of specialized experience that is equivalent to the GS-09 grade level. Specialized experience is defined as one or more of the following: Provide technical and administrative oversight of assigned portfolio of work with proficiency in these areas. Project management such as through managing deadlines, assessing project milestones, or administering agreements or contracts. Evaluate and resolve a variety of problems and/or conditions; compiling, reviewing and analyzing report data for completeness and accuracy; serving as a liaison between management and other FS offices in order to provide advice and guidance on administrative and project implementation matters; providing support on the full spectrum of functions to include one or more of the following: agreements, contracting, correspondence, human resources, meetings management and purchasing;
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.;
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
