You will serve as a Supervisory Budget Analyst and is responsible for performing and coordinating a variety of support work in the areas of budget and fiscal management, procurement, property, personnel management, data processing and record keeping for the program.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Assigns and reviews the work of staff to ensure timely performance, soundness, and value. Monitors the progress of work, including adherence to methods and procedures, and prioritization of the work.
Initiates formal personnel actions for such matters as the retention of probationary employees, career promotions, and details of position responsibilities.
Initiates recruitment actions for job vacancies. Evaluates applications, conducts interviews, and recommends selections.
Applies USDA, APHIS, and WS financial policies as they relate to the program with guidance from the State Director, Assistant State Director, Program Manager, and Administrative Officer.
Compiles and prepares the annual operating, work, and financial plans for the program. This responsibility requires interactive knowledge of the cooperative, reimbursable, and interagency agreements.
Manages or assists supervisor or program manager with personnel issues for the work unit such as recruitment, complex pay systems, merit promotion, and employee benefits.
Maintains APHIS financial systems and, if applicable and required, the State government's ledger system by entering planned/committed ledger items, salary projections, allocations, and agreements.
Monitors and analyzes procurement/payment of all credit card purchases through appropriate Federal and/or State accounting systems.
Maintains administrative and program files in accordance with Federal records management policies, procedures, schedules and guidelines, APHIS policies, and the WS File Plan.
Requirements

- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience in developing and monitoring multi-line budgets for a complex program.
Experience in developing and using budget spreadsheets for forecasting and reporting.
Experience in monitoring cooperative agreements and funding.
Experience in procurement of necessary property through contracts and micro-purchase.
OR
Master's or equivalent graduate degreeor 2 full years of progressively higher-level graduate education leading to such a degree in accounting, business administration, finance.
OR
LL.B. or J.D., if related
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience forecasting and managing program expenses, making expense adjustments as needed, and billing.
Ability to assist in the development of grants by creating budgets and monitors grants.
Experience working within regulations and deadlines associated with budgetary processes to compile, organize, track and report on expenses by accounting code, object class and line item on multiple accounts.
Experience representing the supervisor at meetings involving budgets and financial aspects of the program, serving as a team lead to make decisions relative to duties assigned to the admin team, and make sound budgetary decisions within the authorities granted by the supervisor.
Experience managing cooperative agreements, interagency agreements, grants, and/or service agreements for an administrative unit.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in accounting, business administration, finance.

LL.M., if related
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
