About the Position: The incumbent serves as a senior-level contract specialist responsible for the execution of the day-to-day duties for acquisition and procurement of services (to include architect-engineer and environmental remediation), construction, and supplies/equipment at a level up to the most complex, high-dollar and unique procurements for the District.
Duties
Serves as contract specialist responsible for pre-award/post-award functions for a variety of Architect-Engineers, supply, service, and/or construction contracts .
Performs the full range of acquisition planning to include formal/informal acquisition plans, and develops and executes procurement strategies within milestone schedules.
Serves as Chairperson on Source Selection Evaluation Boards and develops / prepares source selection plans, technical and cost/price selection board reports, and conducts debriefings.
Provides training and guidance to Contracting Officer's Representatives (CORs) and Administrative Contracting Officers (ACOs) as needed.
Incumbent uses a range of automated financial, administrative, and contractual systems in the performance daily duties, and performs full system administration of automated contract systems, as assigned.

In order to qualify, you must meet the education and experience requirements described below. Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes performing contract acquisition and procurement activities to include evaluating proposals, negotiating price terms, and conditions of contracts; as well as conducting pre and post-award functions for contract administration.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
