Duties
This position allows you to use your knowledge and experience to analyzed and advise management of organizational aspects of the Agency's mission requiring application of a wide range of qualitative and quantitative methods assessing processes and systems.
This position starts at a salary of $70,234.00 (GS-11, Step 1) to $109,436.00 (GS-12, Step 10) with promotion potential to $109,436.00 (GS-12 Step 10).

The Management and Program Analyst is responsible for analyzing, evaluating, and making recommendations on administrative programs on matters of operational effectiveness, efficiency, and productivity. This position plans, conducts, and participates in special studies, personally and through team members, to provide advice and evaluate policies and procedures. Duties and responsibilities include:
Analyzing and evaluating program data, business processes, and internal controls to identify impediments, redundancies, operating problems, program deficiencies, and potential risks to devise methods for improvement.
Manages workforce and budget tracking, cost projections, usage analysis, and utilization of various programs; Analyzing and review reports enabling decision execution to focus on both short and long range plans.
Assisting in implementing, coordinating, and overseeing a variety of program activities; Assisting in the development of objectives, goals and priorities to provide feedback, direction, and guidance to enhance the effectiveness and efficiencies of operations.
Planning, developing, and assisting with planning management through briefings, presentations, and conferences; Ensuring accurate and appropriately concise and timely information is available to management.
Qualifications
Experience:
You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing the overall planning, direction, and timely execution of a program or several program segments;
Planning, conducting, or participating in special studies or task forces providing assistance at multiple levels;
Interpreting and applying the content of new or modified regulations for projected impact on programs;
Developing, selecting, adapting, and employing advanced qualitative and quantitative techniques, methods, procedures, and systems to analyze, evaluate, and/or improve the efficiency of programs;
Developing, implementing, and monitoring sophisticated management information systems to focus on both long and short range plans, policies and programs.

Education Substitution: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grades GS-11.
You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Coordinating or assisting in coordinating of activities to support staff providing analytical support on problem definition, planning methodologies, policies, and procedures;
Providing technical assistance and support services to management relating to the application of planning systems and management programs to meet mission requirements;
Assessing the effectiveness of administrative programs, policies, practices, procedures, operations, processes, and mechanisms;
Defining critical quality factors, process improvements on key initiatives that result in significant improvements in increase quality;
Assisting in the design and implementation of planning controls for the submission of data, including forming the basis of program resources and decisions.

There is no Education substitution or combination at the GS-12 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/13/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
