About the Position: Incumbent is responsible for preserving the life, health and safety of government personnel and safeguarding Army property, and technologies against such threats as: unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction on installations.

Duties

Performs installation access control for pedestrians and vehicles utilizing standard operating procedures, written orders, and regulatory requirements as a guide. Exercises crowd control in situations that may become violent or unruly as a result of planned or impromptu demonstrations. Conducts Random Inspection Team (RIT) or Random Antiterrorism Measures (RAM) vehicle searches/inspections. Conducts liaison and coordinates with installation Director of Emergency Services (DES), Criminal Investigation Div (CID) and other State and Federal law enforcement agencies. Operates/performs research queries on National Crime Information Center (NCIC) workstation terminal (s). Sets up and maintains visitor control roster and badges accountability log which is subject to quarterly and annual reviews and inventories.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Incumbent must be able to obtain and sustain state certification for operating the NCIC terminals
  • IAW AR 190-56, requirements of Individual Reliability Program apply.
  • IAW AR 600-85, The Army Substance Abuse Program, DA Form 5019R, must be assigned for mandatory drug testing. Drug testing designation position (TDP). Individual agrees to submit to a urinalysis on a recurring basis in accordance with AR 600-85.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons
  • Incumbent must undergo and pass annual medical exams of physical, emotional and mental stability.
  • Incumbent must successfully complete security guard training.
  • Employee must be trained and maintain current required certifications in CPR techniques and must know first aid.
  • Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
  • Incumbent is required to pass the record primary physical ability test (PAT) within 30 days of hire. Thereafter, passing the PAT will be required annually and if unsuccessful with 1st attempt, will be required to pass the retest within ninety-days.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Must wear the Department of the Army Security Guard (DASG) uniform IAW AR 190-56, maintain a high state of appearance and hygiene.
  • Employee must obtain and maintain applicable certifications in operating various electronic equipment and sensors.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position.
  • Incumbent must not have any medical condition that precludes the wearing of a chemical protective mask and over garments.
  • Incumbent must be able to perform as a member of the installation's overall security response capability. Duties and training require employee to carry /deploy a riot baton, carry a protective shield and employ non-lethal ammunitions if necessary.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of eight years depending upon the needs of management.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Qualifications

This position is a Term appointment not to exceed 13 months. This position may be extended in one year increments up to eight years and may be converted to a permanent appointment without further competition. To be eligible for conversion to a permanent appointment, employee must complete at least 2 years of current continuous service under a TERM appointment in the competitive service AND employee must have a current performance rating of at least fully successful or equivalent. Specialized Experience: One year of specialized experience which includes: 1) experience with working in a Federal, State, municipal, local or private organization that involves the protection of property against such hazards as fire, theft, damage, accident or trespass; 2) maintaining order by patrolling perimeters, protecting life; and 3) responding to emergency situations and/or security breaches. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
