The Information Technology Specialist position is located in the Department of Program Services (DPS), Case Management Systems Office (CMSO), National Applications Division (NAD). The CMSO develops and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
Duties
This position will report to the Environment Management Lead in the National Applications Division (NAD), Case Management Systems Office (CMSO). The Information Technology Specialist will serve as a National Applications Division team member responsible for providing deep level software support to the Case Management System Office's (CMSO) managed enterprise mission applications. The incumbent will act as one of the team's primary points of contacts to our customers as their escalations point for all infrastructure and server performance related issued. The incumbent will be the technical expert and focal point of contact for provisioning servers, installation, configuration, and testing of enterprise software deployed to various operating systems. The incumbent will work directly with our internal and external customers using a combination of remote access tools, conference calls, and person-to-person calls. The incumbent will also be responsible for working to prevent future customer issues by updating knowledge base tools, technical documents, and pursuing quality and continuous improvements through proactive monitoring of the infrastructure logs and alerts in search of trends and system issues.
The current technical environment includes Informix, SQL Server, .Net, Java, and Perl running on physical and virtual Linux and Windows servers connected to Storage Area Network (SAN) Devices with failover capabilities between the East and West Coasts. The issue tracking is managed via Atlassian's JIRA tool set and the National Service Desk's ticketing system, while software development, releases, and monitoring are conducted using a combination of Atlassian Tools, Git Bit Bucket, Open Shift, Ansible Tower, and more. This is a hands-on position and will require interactions with courts, defenders, probation and pretrial, and administrative staff in both a technical and business perspective.
The duties of this position include, but are not limited to:
Participating on a team of systems, software, network, and database administrators and engineers for case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders.
Facilitating requirements gathering and analysis.
Providing operational reports associated with applications, servers, databases, and Web Services.
Leveraging best practices to improve the quality of the software code being deployed into a development environment.
Educating, training, and driving systems, software, and database support best practices throughout the Systems lifecycle.
Validating and supporting the release and mechanisms used to release applications, patches, firmware, and middleware to the non-production environments.
Participating on infrastructure projects and assisting in the successful execution and timely delivery of project goals and objectives.
Mentoring team members to ensure efficient operation of the infrastructure and accountable for delivering on established standards and project timelines.
Contributing to the continual improvement of the efficiencies within the environment management team through effective leadership, individual and group training, and process improvement.
Escalating issues and concerns with proposed solutions to management team in a timely manner.
Providing regular status updates to senior management through written reports and in related status meetings; and providing regular communication, both written and oral to Team Leads and Branch Chiefs.
Evaluating and recommending technical solutions that solve business needs; developing and presenting alternatives of analysis to management; and representing the organization in multiple efforts.
Monitoring systems, dashboards, and issues reporting tools to promote a proactive approach to problem and issues resolutions and system administration of the CI/CD pipeline (Atlassian Tool set).
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience and expert knowledge in the system administration of the Atlassian Suite of software (e.g., JIRA, Bamboo, Ansible Tower) integration.
