The Defense Counterintelligence and Security Agency's (DCSA) Field Operations is looking for an expert Program Specialist (Deputy Regional Director - Mission Integration) to support the Regional Director, Field Operations on impacts of operational risk and the accomplishment of multiple missions within an assigned geographic region and subordinate field offices performing complex Counterintelligence (CI), Background Investigation (BI) and the Industrial Security (IS) missions.

Duties

As a PROGRAM SPECIALIST (Deputy Regional Director, Field Operations) for Mission Integration, you will be responsible for assisting the Regional Director in developing, managing, and promoting integration efforts to cultivate operational relationships across subordinate field offices in the Eastern Region responsible for complex Counterintelligence (CI), Background Investigation (BI) and the Industrial Security (IS) mission execution.

  • The position is designated Special-Sensitive: the incumbent must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This position is designated as "Mission Essential" for purposes of continuity of operations in an emergency.
  • This position is designated as "Emergency Essential" for purposes of continuity of operations in an emergency.
  • The position may require occasional temporary duty travel (TDY).
  • The position will require frequent local travel.

Qualifications

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Working knowledge of Industrial Security, Background Investigations, and counterintelligence/Insider Threat. Integration of program goals and objectives, relationships among programs, and applicable management systems and processes. Building coalitions and obtain consensus when faced with difficult and complex issues and problems. Overseeing policies, directives, and instructions, and exercising judgment and ingenuity in interpreting the intent of guides, practices, techniques, and precedents used to resolve national level problems and developing new courses of action. Working effectively with diverse client base and missions to foster an environment of mutual trust and cooperation to improve mission performance, resolve conflicts, identify future challenges, and identify opportunities to integrate and improve mission accomplishment. Specifically you will be evaluated on the following competencies: 1. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operate effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization 2. Problem Solving - Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgment. 3. Influencing/Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions. 4. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. 5. Supervisory/Managerial - Knowledge of supervisory/managerial competencies including professionalism, leadership, teamwork, oral and written communication, strategic focus, responsibility and accountability and innovation and initiative, customer service and resource stewardship.

Substitution of education may not be used in lieu of specialized experience for this grade level.
