The incumbent serves as the Assistant Chief, Healthcare Technology Manager and has direct oversight of Healthcare Technology Management staff as it relates to Medical Technology Management Support, Networking & Health Information Systems Support and Electronics Support; and patient safety matters pertaining to the aforementioned.

Duties

Duties May include, but not limited to: Serves as a professional consultant and advisor on professional healthcare technology management matters to top management and high level medical and administrative staff. Provides direct responsibility for the development and management of a complex, professional, and highly technical, Medical Equipment Management program. Responsible for planning, organizing, staffing, directing, controlling, and evaluating these sections of the HTM program at the facility, the outpatient clinics and the domiciliary. Initiates, modifies, and sets policy, procedures, standards and goals under the supervision and direction of the Chief, Healthcare Technology Manager. Responsible for the full range of personnel actions and organization design proposals for the HTM sections under the Office of the Assistant Chief. Identifies developmental and training needs of employees and provides or arranges. Evaluates performance of staff, and finds ways to improve production or increased quality of work. Makes decisions on work problems presented by team leaders or contractors. Makes decisions regarding non-routine, costly and controversial training needs and training requests related to employees of the unit, approves expenses comparable to within grade increases, extensive overtime, and employee travel, recommends awards or bonuses for non-supervisory personnel and changes position classifications subject to approval by the Chief, Healthcare Technology Manager. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Biomedical engineers must be proficient in spoken and written English. Education and Experience: (1) Bachelor's Degree or Higher in Engineering: To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time, OR, (2)Have acertification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in Item 1 above. Certified Clinical Engineer (CCE): Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. Grandfathering Provision: May be eligible based on the grandfathering provision; all persons employed in VHA in this occupation and grade, on the effective date of this qualification standard-March 25, 2019, are considered to have met all qualification requirements Grade Determinations: Must have at least 52 weeks of experience equivalent to the next lower level. Experience would include, but is not limited, to the following: Conducting a medical equipment management [or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies., Develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices. Manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, Safe Medical Devices Act (SMDA), and The Joint Commission (TJC) requirements. Conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. Function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management. Effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety, knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA. Communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization. Applying project management principles to deployment of medical equipment and health information technologies In addition to the experience above, the candidate must demonstrate, in their resume, the following Knowledge, Skills & Abilities (KSA's): Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. References: VA Handbook 5505/15, Part II, Appendix G38 Physical Requirements: A significant portion of tasks performed will involve utilizing a computer workstation for extended periods of time configuring software and managing networked medical system. This will involve prolonged periods of sitting or standing while viewing digital displays. The position will also involve lifting and carrying items weighing up to 40lbs on an occasional basis. The work requires frequent standing, walking, bending, crouching, reaching, and stooping. Climbing and working on ladders may be required. Some work may require the use of magnifying lenses and or microscopes to accomplish repairs on miniature components. Most of the work will be performed in well lighted, heated, and ventilated areas.
