Multiple positions being filled throughout the Northern Region, Region 1.
This position is located on a Forest Service unit, and is responsible for planning, developing, administering and executing work plans and projects for wilderness, recreation, trails, and special uses activities.

Duties
Participates in the development and administration of annual work plans for wilderness, trails, special uses and recreation resources in compliance with agency guidelines and direction.
Develops plans for use of wilderness areas, construction and maintenance of trails, parking areas, trailhead facilities, campgrounds, and other developed recreation sites in consultation with other resource personnel.
Analyzes and interprets data to formulate recommendations that achieve management objectives and policies and suggests alternative methods for achieving objectives.
Participates in the preparation and tracking of the annual program budget.
Implements wilderness, recreation, special uses and trail plan objectives.
Inspects the full range of wilderness and recreation special uses, administers special use authorizations for outfitter and guides, recreation events, as well as other recreation and lands special uses.
Processes special use applications including on-the-ground investigations of site suitability, screening levels, and preparation of associated National Environmental Policy Act (NEPA) reports.
Communicates program information to the public regarding agency management practices, rules, and regulations relating to wilderness, trails, special uses and recreation.
Performs inventories and monitoring to determine resource conditions and proposes rehabilitation plans.
Performs supervisory duties 20% or less of the time.
Requirements

- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS-09: Applicants must have One year of specialized experience equivalent to the GS-07 in the federal service. Specialized experience is defined as two (2) or more of the following:
Participated in the drafting of annual work action plans for carrying out recreation management decisions related to natural resources;
Assisted employees of various grade levels to develop potential recreational sites or areas for additional recreation use and planned development;
Assisted with other natural resource management activities by analyzing the impact of those resources on the recreation program;
Participated in assessing documentation of environmental impacts on social, economic, environmental, and other resources; and/or
Administered various types of special use authorizations.

A masters or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a related field of study;

An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level), if related. The education must have been obtained in an accredited college or university and provide the knowledge, skills, and abilities necessary to do the work of the position.

You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
