This vacancy is for a Supervisory Contracting Officer Representative position in the Decennial Contracts Execution Office located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Directs mid-level managers and staff to plan, develop, and conduct activities associated with contract oversight.
Performs contract officer responsibilities on contracts initiated specifically for the Decennial Census program. Provides expert consultation, guidance, and support to other contract officers and team managers.
Providing direction to contract officers and technical leads to validate accuracy of invoices; reviewing and validating cost forecasts provided by vendors; gathering and reporting monthly performance metrics, etc.
Supervising the completion of and updates to contract related documents and reports, including contract tracking documents and leading contracts status update meetings with contract officers and applicable decennial directorate personnel.
Collecting, reviewing, auditing, and analyzing data regarding operations, internal use software, contracts and activities, budget and financial data, and other similar statistical data.

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: supporting and coordinating contract work, identifying and resolving issues through proactive work with the contractor and subject matter experts; assessing the productivity and effectiveness of contracts; serving as Contracting Officer Representative for IT objects and working with teams towards the completion of large and complex projects; working on a technical evaluation team, conducting proposal evaluation (cost/price evaluation and past performance evaluation), using evaluations factors, assessing offerors' ability to perform technical requirements, writing consensus reports; applying and managing quality assurance and control processes for large-scale projects; monitoring and measuring contract performance objectively and quantitatively.
Education: Education cannot be substituted for experience at this grade level.
