About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER. Provide general support to front office consisting of one Tier 2 SES Director, Deputy Director, and Directorate Sergeant Major.

Duties

Serve as Personal Assistant to the Director, provide a variety of administrative staff consultant and technical advisory services, coordinate all aspects of official travel; review, distribute and suspense correspondence and mail. Coordinate staff efforts to avoid duplication of effort. Initiate appropriate staff actions. Perform and ensure receipt of required coordination and collaboration with other organizational elements. Execute and make necessary adjustments, modifications, and revisions in assigned program areas to meet current and long-range objectives. Maintain awareness of ongoing actions to allow for continuity during absences. Formulate and review policies and procedures relating to directorate management, operations and administration. Complete multidimensional staff actions with little direction and general specifications as to the requirement. Provide independent advice and recommendations as to procedures, policies, and staff coordination requirements. Brief on ongoing staff actions and makes recommendations for changes to existing policy or directives. Develop strategic communications, to include drafting of white papers and other various methods of delivering talking points. Review, edit, and compose correspondence for approval and signature. Provide advice on the integration, coordination and execution of information in support of staff actions. Coordinate briefings, conferences and other meetings involving the Director. Disseminate work to individuals in the section. Task individuals in the section directly for information. Review, edit, and compose correspondence for approval and signature. Provide advice on the integration, coordination and execution of information in support of staff actions. Perform/direct and coordinate special projects, studies, reports, and briefings. Conduct and prepare reports. Receive, analyze, and task actions from the Director. Provide administrative guidance, policy and procedure interpretation on appropriate execution of taskings and develops strategies for internal and external integration to facilitate the timely execution of taskings. Manage and control tasking logs and correspondence suspense tracking. Evaluate completed actions for adequacy of subject matter content, compliance with request, clarity of information, logic, coordination, and writing style. Provide assistance with time and attendance via ATAAPS; and prepare memoranda, briefing charts and reports.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Specialized experience is defined as experience that demonstrates a practical knowledge of executive level administrative services as demonstrated by performance of all of the following: (1) performing a wide variety of administrative functions to include providing a variety of administrative staff consultant and technical advisory services; coordinating all aspects of official travel; reviewing and managing correspondence and mail; and preparing and providing memorandums, briefing charts and reports; (2) employing analytical and evaluative methods and procedures for the assessment and improvement of program effectiveness and improvement of complex administrative management processes and systems; (3) conducting analysis of ongoing and completed tasks through database statistics and tracking mechanisms; and, (4) preparing and issuing tasking instructions to action officers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
