About the Position: Serves as an Operations Support Specialist, with the Operations Division supporting the project office with workforce shaping, financial management, employee training, position management, and assisting with recruitment actions.
Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Duties
Coordinates personnel actions and serves as a liaison between Branch/Section Chiefs, employees and Civilian Personnel Advisory Center (CPAC) staff.
Assist Branch/Section Chiefs on a variety of procedural and policy matters pertaining to personnel functions such as recruitment, position management and classification, employee/management relations, employee entitlement, awards, and training.
Monitor the status of all personnel actions via the DCPDS system and provides updates to Branch/Section Chiefs to include notification of required actions to ensure deadlines are met.
Track performance appraisal schedule and reminds supervisors of requirements for completing initial, mid-point progress review, and final counseling.
Serve as the point of contact for annual mandatory training, PROSPECT, safety training, and new employee in-processing activities.
Coordinate training courses to include securing a vendor(s), managing registrations, generating SF182s, coordinating payments, arranges employee travel / logistics for travel, and analyzing course evaluations.
Generate SF182s and registers employees for courses and informs vendors of proper procedures for payment of tuition costs.
Serve as the primary point of contact for all new employee in-processing.
Serve as the primary POC for all questions on employee benefits and works with CPAC to provide answers to issues requiring further clarification or interpretation of regulations/laws.
Provide Overhead support to project offices execution tracking.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-9:
One year of specialized experience at the which includes analytical and evaluative skills to perform qualitative and quantitative assessments of work force management, budget data, personnel utilization; develop program plans and work methods; utilization of automated tools related to human resource requests, financial management; and managing and scheduling training requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, Accounting, Human Resource Management or other related fields.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
