You will serve as a Lead Performance Assessment Representative in the Facilities Support Contracts Branch, Production Division, Public Works Department of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will evaluate contractor work for compliance to applicable plans, specifications, and requirements. You will identify problems in contractor performance to make recommendations for resolutions. You will develop quality assurance contract criteria and preparation of quality assurance plans, contract specifications, and inspection reports. You will establish inspection surveillance schedules based on review of contract clauses and conditions, contractor work schedule, and nature of the work to be performed.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying technical and administrative aspects of performance assessment and contractor quality assurance including inspection methods, plans, procedures, reports and standards to monitor and evaluate the performance of a broad range of Facility Support Contracts; 2) Inspecting facility systems, equipment, and components to identify hazards, defects, and the need for adjustment or repair, and to ensure compliance with codes.; 3) Preparing written documentation regarding contractor performance; and 4) Resolving all discrepancies in work specifications, changed conditions, amendments, etc., with the contractor. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A Ph.D. or equivalent doctoral degree
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR

OR
Have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent of the requirement.
