This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Exercising a wide range of management authorities in planning, coordinating, overseeing, and performing technical review of work performed by subordinate employees (e.g., Wildlife Biologists, Archaeologists, Geographers). Is responsible for identifying and justifying environmental stewardship programs/projects requiring reporting through the DA/DoD reporting processes. Manages and provides technical direction/supervision to the Conservation Branch team of senior-level specialists, scientists, archaeologists, engineers. Performs personnel management functions to include planning work to be accomplished; determining resource requirements (e.g., personnel, equipment, facilities); establishes priorities and prepares schedules for work completion. Oversees and supervises the Conservation Branch staff in environmental stewardship reviews of construction projects Prepares/approves comprehensive Cooperative Agreements (CAs), Memoranda of Agreement/ Understanding (MOAs and MOUs), Statements of Work (SOWs), Performs position and pay management tasks; hears and resolves Conservation Branch employee complaints; and refers group grievances or more serious complaints to higher management. Responsible for ensuring overall natural and cultural resource compliance, including environmental and land stewardship, regulations and requirements established by the National Environmental Policy Act (NEPA)

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment

Additional information about transcripts is in this document. Basic Requirement for Supervisory Environmental Scientist A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1)overseeing review of work performed by subordinate employees such as Wildlife Biologists, Archaeologists, and Geographers 2)managing changes in applicable laws and regulations and new laws and regulations to combine into the installation's environmental and operational programs 3)assisting with personnel management functions to include planning work to be accomplished to determine resource requirements (e.g., personnel, equipment, facilities) And 4)developing integrated plans of action that ensure the organization meets natural and cultural resource requirements for conservation (e.g., wildlife, vegetation, wildland fire mitigation/planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
