This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Major duties include but are not limited to: Performs organizational change management functions for change management, controls, coordination, and execution of specified projects in support of program operations. Plans, coordinates, and administers new/updated operational processes, systems, and changes in organizational structures or similar elements. Conducts analyses of operational systems to help determine the nature of requirements, logical work and information flows, and track completion of program objectives for short- and long-range plans. Develops complete recommendation packages that include new approaches to problems or issues that have been resistant to traditional solutions/resolution. Coordinates/works with Service and facility in accomplishing change and management tasks. Coordinates change activities with outside organizations (e.g., VISN organizations; other state, local, and federal agencies/organizations). Administers and analyzes components of change management such as readiness assessments, communication and related planning, sponsor activities and plans, development of training for management and staff on change management topics, resistance management, data collection, feedback analyses and corrective actions, and after project reviews. Manages projects and integrates the work of assigned project teams from different organizations within the Program Office and across the Agency in conducting project management functions. Ensures necessary skills, tools, and people are in place to meet the needs of/complete projects. Identifies areas for/of improvement, creates and presents project proposal cases, and makes plans for resulting changes. Hosts, participates in, and makes presentations at conferences and other meetings involving project and related issues. Compiles or coordinates compilation of data for lessons learned, procedural recommendations, budget, and other required reports. Establishes and maintains communication for mutual understanding and cooperation with personnel and organizations internal and external to the Service and facilitates and/or participate in meetings and other work sessions to ensure operational needs are defined. Coordinates and integrates efforts with other facilities. As a staff OD Psychologist, the clinical psychologist must be familiar with the field of organizational consulting psychology and the commonly accepted components of this field as outlined by professional groups such as the American Psychological Association, Division 13: Society for Consulting Psychology. The clinical psychologist must be adept at navigating the development of individuals, teams, and organizational business units in both healthcare and government settings. The clinical psychologist must be savvy in their navigation of highly complex systems and sensitive focal points of consultation in a way that maintains confidentiality and boundaries between organizational stakeholders. The clinical psychologist demonstrates the ability to practice competent organizational consulting psychology by applying science in theory from areas of practice such as group dynamics, family therapy, reality and solution focused therapy, motivational interviewing, brief behavioral health interventions, and a deep understanding of individual and system change related to the transtheoretical model of change. The clinical psychologist adheres to the ethical practice of organization consulting psychology as outlined within the American Psychological Associations Ethics Code. While engaged in organizational consulting psychology internal to the Veterans Health Administration, the clinical psychologist demonstrates diligent, judicious thought in navigating multiple relationships, identification of client systems, informed consent, collection and maintenance of sensitive confidential information, termination, and setting appropriate boundaries for reporting, data sharing, and data use within their reporting hierarchy. The clinical psychologist identifies and labels system dynamics and power structures that may result in the success or failure of a leadership consultation. Qualifications

Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions: (a) the respecialization program must be completed in an APA or a CPA accredited doctoral program; and(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the respecialization program, which includes completion of an APA or CPA internship. OR (3)Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship: (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR (e)Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-13 Staff Psychologist (Full Performance Level) Experience. At least 2 years of experience as a professional psychologist, with at least one year equivalent to the GS-12 level. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations. 2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.3. Knowledge of clinical research literature. .References: VA handbook 5005 Part II appendix G18 The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: This position requires moderate lifting and carrying, use of fingers, reaching above shoulders, and hearing (aid permitted).
