THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INVESTIGATIONS AND INQUIRIES SPECIALIST (TITLE 5), Position Description Number NGT5231P01 and is part of the TN ARMY National Guard. This vacancy is not eligible for membership to a labor organization.

Duties

As an INVESTIGATIONS AND INQUIRIES SPECIALIST, GS-1801-11, you will serve as a specialist to the State/JFHQ IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance. Conduct oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken. Incumbent will hear a variety of IG complaints, grievances, inquiries, and/or suggestions at any time from military members (retired and active), civilians, and dependents. As a specialist, the incumbent is responsible for the training and execution for access and use of the web-based U.S. Air Force Inspector General Automatic Case Tracking System (ACTS III) for reporting and recording Inspector General contacts and complaints, the processing of complaints and the recording of complaint resolution within the Air Force Complaint Resolution Process. Assist in the establishment and implements the Fraud, Waste and Abuse (FWA) program in accordance with United States Army and Air Force Guidance and the applicable requirements and guidelines set out in the Department of Defense (DoD) Hotline program for reporting Fraud, Waste and Abuse complaints. As required, assist members of the Army National Guard and Air National Guard on all matters and concerns related to the application, enforcement or condition of the U.S. Army or Army National Guard or U.S. Air Force or Air National Guard in accordance with regulation/instruction, policies and procedures. Provide advice on all matters under investigation by the Office of the State Inspector General and conducts or oversees investigations, as required, in effecting a resolution for an IG complaint or IGAR. Provide assistance and advice to the State Inspector General or Adjutant General, as required, on all matters subject to the jurisdiction of the Office of the State Inspector and as directed by the Adjutant General. Provides assistance with Privacy Act matters relating to the State National Guard in the IG office, which includes Freedom of Information Act responsibilities. Perform other duties as assigned.

Requirements

  • Employee must be a citizen of the United States by birth or naturalization.
  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
  • Must successfully complete the Department of the Army Inspector General Refresher training as required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences as required for refresher training.
  • Employee will be required to obtain and maintain a SECRET clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Applicants referred will be subject to a database check against the Army Inspector General Action Request (IGARS) and the Air Force Complaints Resolution (ACTS) databases. A social security number (SSN) is required.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: Must have 36 months or 1-year specialized experience equivalent to at least the next lower grade experience or training of assignments that require a thorough knowledge and skill in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; analytical and evaluation methods; administrative and legal procedures; requirements of various legal jurisdictions; a broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities and parties sufficient to perform duties such as to conduct inspections and investigations where significant difficulties are encountered. At this level of knowledge, the incumbent is required to apply analytical methods and techniques to the I.G. program in order to provide correct and accurate information to employers and managers alike; requires comprehensive knowledge of the laws, regulations, Executive Orders, court decisions, and issues related to the IG complaints process, Fraud, Waste, and Abuse disclosures, the Freedom of Information Act, and Privacy Act and the skill to apply this knowledge to a variety of difficult and complex work assignments dealing with complex or sensitive investigations of complaints and inquiries.
