About the Position: Incumbent serves as an Information Technologist Specialist for the Family Advocacy Program (FAP), Army Behavioral Health Division (BHD), Readiness and Health Integration Directorate, MEDCOM G-3/5/7, Office of the Surgeon General (OTSG) with the responsibility to test, troubleshoot and support the HQ MEDCOM Family Advocacy Program (FAP) Family Advocacy System of Records (FASOR) information technology (IT) web application.
Duties
Create test cases, scenarios, and test data to perform functional testing.
Test cases for security requirements such as protection of personally identifiable information (PII) and personal health information (PHI).
Generate testing documentation that includes test cases and plans, status reports.
Document metrics of incidents involving adult and child abuse, including case management, incident reporting, and data collection.
Perform technical support to the team in troubleshooting software defects or configuration problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) Travel of up to 5% of the time is required.

Basic Requirement for Information Technology (Systems Analysis):
Specialized and Other Experience: One year of specialized experience which includes develop comprehensive test plans, processes, and procedures, create test cases, scenarios, and test data to perform functional testing of Family Advocacy System of Records, gathers information of other testing technologies used within the FAP/MEDCOM or other governmental agencies, document metrics of incidents involving adult and child abuse, including case management, incident reporting, and data collection, generate testing documentation that includes test cases and plans, status reports, perform technical support to the team in troubleshooting software defects or configuration problems. This definition of specialized experience is typical of work performed at the next lower grade position in the federal service (GS-09).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Complete work independently, rarely requiring editing or review by others.
(2) Customer Service - Resolve simple and routine problems, questions, or complaints and provide support and guidance to customers on non-routine issues. Serve as a primary resource for customers, requesting assistance with complex issues when necessary. Participate in meetings and provide advice to customers in own area of expertise.
(3) Oral Communication - Express facts and ideas in a clear, concise, convincing, and organized manner. Clearly convey moderately complex ideas, concepts, and information to customers. Exhibit active listening by demonstrating understanding of audience comments and/or questions.
(4) Problem Solving - Identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives. Recognize and take action to address non-routine problems. Solicit feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions. Seek supervisory review where appropriate.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
