The Professional Development Nurse Manager for the Student Nurse Technician (SNT)/VA Student Trainee Experience Program (VA-STEP) program is a leader who demonstrates a high level of clinical, managerial and leadership skills, and has knowledge of and adheres to Veterans Health Administration policies, procedures and evidenced based practice.
Duties
The Professional Development Nurse Manager, SNT/VA-STEP position has recently become vacant. The hiring official is looking for a creative, knowledgeable, compassionate, and experienced leader to step into this role and continue the amazing progress the previous Nurse Manager has made. Not only is this role for someone who is ready for their next challenge in leadership, but it will be fulfilling to have a part in the training and professional development of the next generation registered nurses. Flexibility, teamwork, the ability to influence other leaders, and great communication skills are a must. An Administrative Support Assistant and the SNT/VA-STEP students reports directly to the Nurse Manager.
Some of the responsibilities of the Nurse Manager for the program include:
-Responsible for a variety of administrative, technical, counseling, and instructional areas involved primarily with planning, implementing, conducting, evaluating and coordinating the following national education and training programs for medical center trainees. You will provide leadership that is characterized by substantial and continuous responsibility to support nursing practice at the point of care. Support and serve as the subject matter expert for professional clinical practice to the SNT/VA-STEP student nurses that works to enhance the professional development, implementation and integration of the SNT/VA-STEP programs by providing a comprehensive and robust nursing internship experience.
-You are responsible for developing and implementing a variety of different programs designed to enhance professional development for nursing students and newly graduated RNs. Provide leadership at the facility level related to complex healthcare and education issues that influence the VHA mission, healthcare, and policy development. Ensure compliance with all internal and external regulatory processes, and accrediting bodies that affect their areas of supervision.
- Work collaboratively with the Nurse Managers throughout the facility to assure appropriate placement, orientation, supervision and evaluation of nursing internship program participants and provides direct supervision and scheduling of SNT/VA-STEP students.
- Development, implementation, and execution of New Nursing Employee Orientation (NNEO) for newly assigned SNT's and ensures appropriate orientation of the student nurses in these programs to the clinical units and that their practice receives timely evaluation, as well as access and orientation to the electronic medical record, including Computerized Patient Record System (CPRS) and Bar Code Medication Administration (BCMA) as appropriate.
- Trend and analyze student staffing usage including but not limited to sitter hours, mandatory overtime, and intermittent dollars costs and will maintain current knowledge of staffing trends while working closely with the nurse recruiter to forecast staffing needs. Proactively coordinate transition points throughout the program and designs organizational strategies related to improving recruitment and retention of SNT's.
- Serve as a resource for scholarship and career development programs and as a resource for new and existing staff in Patient Care Services and other nurses throughout health system.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: The position requires moderate to heavy lifting (15-44 pounds and over), light to heavy carrying (up to 45 pounds and over), straight pulling (1-2 hours), pushing (1 hour), reaching above shoulder, use of fingers, walking (8-10 hours), standing (8-10 hours), repeated bending (0.5 hours), both legs required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, both eyes required, depth perception, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid permitted), mental and emotional stability, simple grasping (2-4 hours), sitting (8 hours), fine manipulation (4-8 hours), and twisting (2 hours).

The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
