The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Assist with the implementation of IC wide guidance in agency standards, guidelines, or policies for major IC security programs.
Support in the management and coordination of strategic and tactical projects, execute action taskings associated with assigned projects, and provide status and reporting.
Plan, manage, and coordinate the Insider Threat UAM program for the ODNI by reviewing, researching, writing/editing, coordinating, and collaborating on time-sensitive information, correspondence, papers, and briefing materials in response to taskings and action items from internal and external sources.
Plan, manage, and coordinate strategic and tactical projects, plan and execute action taskings associated with the Insider Threat UAM program.
Establish controls and develop processes to monitor the dissemination of information, continually improving and maintaining suspense database systems; maintain records and manage information in compliance with regulations and sensitive compartmentation.
As directed coordinate operational and administrative matters, review and investigate issues, and develop initial solutions and options; maintain situational awareness of issues affecting organizational equities and the status of multiple projects.
Qualifications
Mandatory Requirements:
Ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on security programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Thorough knowledge of the ODNI, IC agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.
Thorough knowledge of mission area daily operational topics, capabilities, and strategic intent, as well as project management concepts and principles.
Ability to communicate with both oral and written communication skills.
Ability to conduct research, planning, and organizational skills, and ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.
The capacity to understand the logic of IT systems from a layperson's perspective and the ability to work with highly technical people.
Applicant must hold a bachelor's degree at a minimum.
Desired Requirements:
COTR Certification.
Substantive experience in the fields of Counterintelligence, Insider Threat and/or Information Security.
Advanced or superuser experience in databases, spreadsheets, technical project managing software, or working closely with technical experts on large, complicated programs.
