This position is located in the Health Information Management Division of the Phoenix Indian Medical Center. The purpose of this position is to support the Health Information Management with multiple service applications that support the Indian Health Service Electronic Health Record; in conjunction with the software applications used in the clinical setting. This position is located in Phoenix, Arizona.
Duties
Incumbent maintains the Electronic Health Record (EHR) and serves as a trainer for the staff of the entire range of application packages needed for implementation and ongoing support of the electronic health record.
Incumbent works closely with Information Technology services and support, other application coordinators, as well as clinical staff to implement integrated packages, to resolve conflicts, and to ensure a smooth operation in areas where computer packages overlap or are integrated with another services' functions.
Ensures International Classification of Diseases (ICD)-9, ICD-IO, Current Procedural Terminology (CPT), and the Healthcare Common Procedure Coding System (HCPCS) are updated continuously to allow coding assignments to be completed accurately and to the highest level of specificity.
Participates in Data Quality Management/Assurance activities, performs random chart reviews. Accordingly, assists with accreditation and/or compliance activities, such as those related to the Joint Commission on Accreditation Activities for Healthcare Organizations within the department and/or as they affect the organizational-wide activities.
Provides expertise in Health Information Management electronic systems or technologies.
Qualifications

MINIMUM QUALIFICATIONS:GS-0669-09:
One (1) year of specialized experience equivalent to at least the 07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Maintaining the Electronic Health Record (EHR), maintaining computer software applications, working closely with Information Technology. Ensures International Classification of Diseases (ICD)-10, Current Procedural Terminology (CPT) and the Healthcare Common Procedure Coding System.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Must submit copies of transcripts). OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position.
GS-0669-11:
One (1) year of specialized experience equivalent to at least the 09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Demonstrate experience developing, directing, and evaluating a quality medical records program for a health care facility; monitor medical records program and functions for accuracy, efficiency, privacy and to meet productivity, policy and regulatory agency and legal requirements; create, monitor and maintain systems that ensure quality and timeliness of documentation and coding; and work collaboratively with providers, registration, and billing departments to streamline the process for coding and data collection; allocate work assignments, monitor work accomplishments for accuracy, provide technical guidance and recommendations administrative matters, provide counsel and instruction to employees.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Must submit copies of transcripts). OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
