This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. Duties

Perform fire prevention functions that include inspections, training, scheduling including formal lectures and practical demonstrations. Coordinates the investigation of all fires for cause and circumstances, prepares and files reports. Reviews the installation fire regulations annually and makes necessary changes consistent with applicable directives and precedents. Inspects and corrects deficiencies in a variety of fixed fire protection systems, many of which are complex and/or designed for the specific operations and hazardous conditions. Must be especially alert to new or unusual types of combustibles or other hazardous materials and recognize conditions of high fire expectancy and severity.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires certification levels: CPR, Fire Fighter I, Fire Fighter II, Fire Inspector I, Fire Inspector II, Fire Instructor I, HAZMAT Technician, HAZMAT Operations, Apparatus Driver Operator-Pumper, and Apparatus Driver Operator-Aerial.
  • A valid State driver's license and Government driver's license are mandatory.
  • A pre-employment and continuing drug testing is required.
  • Incumbent is normally required to work 56 hours per week.
  • Physical fitness training is required for the position. Incumbent must pass a Firefighters Agility Test.

Qualifications

Management may select at either grade level. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-07: One year of specialized experience which includes: 1) Assisting in the technical inspection in areas and facilities with special hazards; 2) Inspecting and testing a variety of fire extinguishing and reporting systems with some guidance; and 3) Preparing written inspection reports and violations notices for review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Specialized Experience GS-08: One year of specialized experience which includes: 1) Interpreting and facilitating an effective and comprehensive formal fire prevention services program, through inspections, training, contact with officials and enforcement of fire regulations; 2) Planning directing and facilitating all functional aspects of fixed facility inspections; and 3) Teaching home prevention and emergency procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Certifications GS-08: In addition to the above requirements, this position requires that the incumbent possess and maintain the following DoD IFSAC or Pro-Board issued certifications: Fire Inspector I & II, Fire Instructor I, Firefighter I & II, HAZMAT Awareness, Driver Operator-Pumper. You MUST submit a copy of your certifications with your application package. If you do not have one of the required certificates due to the DoD F&ES Certification Program delay - You may submit a provisional certificate, memorandum from the Fire Chief requesting the certificates, and/or another document showing completion of the course. PLEASE NOTE: If selected, you will not be placed into the position until the official certificate has been received from the DoD F&ES Certificate Program. Note: Rather than submitting individual DoD certificates, if you have received a Student ID# for the DoD Fire and Emergency Services Certification Program website (https://go.usa.gov/xdsTR) you may provide a copy of your most recent certification transcript. Rather than submitting your EMT License, you may print proof of your current EMT License with NREMT from their website (https://www.nremt.org). Maximum Entry Age (MEA) The MEA for Firefighters is 37. An employee originally hired into a covered position must be hired by the last day of the month he/she reaches 37. Maximum Reentry Age An employee who previously served on a covered position may be rehired past the MEA as long as he/she is able to complete 20 years of covered service by his/her mandatory retirement age. The maximum re-entry age for the individual is calculated by determining the total amount of time he/she has served on a covered position and subtracting that from age 57 if a firefighter. The employee's current age is compared to the calculated maximum re-entry age to determine if he/she can be rehired into the covered position. Waivers to Maximum Entry Age MEA may be waived, but only under specific circumstances and only if approved by the authorized entity: Waivers to MEA for firefighters must be approved by local Command. Proof of Age: As this is (primary/rigorous firefighter OR covered ATC) position, your application package MUST include a government issued document indicating your date of birth.
