The International Criminal Investigative Training Assistance Program (ICITAP) works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives and works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, and the Department of Defense.

Duties

The Deputy Director: Serves as the top advisor to the Director and acts in the Director's absence. Provides day-to-day management of, and/or direction to regional assistance efforts, technical support operations, contractual guidance, administrative, financial, and strategic services as well as all as hundreds of personnel assigned to headquarters operations and offices around the globe. Assists the Director in strategic planning, policy development, and the design, delivery, and oversight of all facets of ICITAP's global criminal justice assistance and training operations. Assists the Director in coordinating with top management officials of the U.S. Department of Justice, the Criminal Division and senior policy officials in the U.S. Department of State (DOS), U.S. Department of Defense (DOD), the U.S. Agency for International Development (USAID), and operational law enforcement agencies for the purpose of ensuring identification of strategic foreign law enforcement and criminal justice goals and initiating programs to meet these goals. Assists the Director to evaluate the adequacy of organizational management, operational and administrative processes, and with the development and implementation of strategies to (1) create public value; (2) manage the prime contractor to ensure the flow of resources abroad; (3) better utilize existing organizational capacity; (4) develop new capacity and better business models; (5) identify staff educational needs and organize learning and innovation opportunities; (6) integrate strategic planning processes into the organization; (7) develop information management strategies and manage information technology infrastructure; and, (8) enhance performance management and reporting. Leads, supervises, and manages core competencies to develop and utilize technical assistance strategies integrating into existing/new programs, to enhance law enforcement capabilities in the areas of Forensics, Corrections, Counterterrorism, Cybersecurity, Artificial Intelligence, Women in Policing etc.). Oversees the organization-wide processes governing the collection, analysis, and reporting of quantitative statistics about ICITAP and its programs. Evaluates program delivery, particularly as it relates to the achievement of program goals and objectives, as well as obstacles encountered that may adversely impact the program. Analyzes the effectiveness of ICITAP's law enforcement development and training efforts in achieving relevant Department, Division, and agency strategic goals. Meets with U.S. foreign policy, law enforcement, corrections, and rule of law officials to identify and document key foreign law enforcement assistance and training challenges and shortcomings. Requirements

  • You must be a U.S. citizen to qualify for this position.
  • If the selectee is not a current employee of the Offices, Boards, or Divisions of the U.S. Department of Justice, they will be required to submit to a urinalysis to screen for illegal drug use prior to appointment.
  • The managerial qualifications of a selectee who is not a current or former career Senior Executive Service (SES) employee must be approved by the Office of Personnel Management (OPM) before appointment.
  • Individuals entering the SES career service for the first time are subject to a one-year probationary period.

Qualifications

Applicants must meet the professional/technical qualifications listed below and have a high level of management/supervisory experience. Professional/Technical Qualification Requirements Experience leading international law enforcement development organizations/programs, which provide support to overseas criminal justice and national security objectives. Experience in representing an organization in high-level national and/or international settings regarding policy, budget or similar organizational-level matters. Experience in formulating and executing criminal justice policy. Experience in international matters, including security sector assistance in foreign countries. Executive/Managerial Requirements: ECQ 1 - LEADING CHANGE.
